Background / General description:
IFC, a member of the World Bank Group, promotes sustainable private sector investment in developing countries as a way to reduce poverty and improve people’s lives. In addition to its investment work, IFC provides advisory services to a number of its clients to support them in meeting specific development goals. IFC’s advisory support to the financial sector is implemented via its Access to Finance (A2F) Business Line.

IFC is seeking to recruit a highly-motivated Operations Officer for the Latin America and the Caribbean (LAC) region, with experience in designing and managing projects to support its A2F business in the Andean Region.

The position will be based in Lima, Peru. This is a local coterminous term appointment with an initial duration of two years, subject to a probationary review and confirmation in post at the end of the first year. Frequent travel will be required to meet the objectives of the assignment.

Duties and Accountabilities:
The scope of the Access to Finance (A2F) program focuses on the institutional strengthening for financial institutions serving the Small Medium Enterprises (SMEs) and micro-enterprise segments, as well as the broader financial infrastructure.

The Operations Officer will be involved in the business development, design and management oversight of projects aimed at the above areas.

Responsibilities will include but not be limited to:

• Actively participate in and support the process of scoping, and designing new regional level activities, generally in parallel with investment teams;

• Provide quality control as projects are designed, developed and implemented;

• Develop and review project proposals, donor reports and project supervision reports;

• Identify appropriate consultants for advisory assignments, from drafting terms of reference to taking part in the evaluation and selection of proposals;

• Work closely with the Monitoring and Evaluation (M&E) team to develop indicators and tools that collect the necessary data for evaluating the impact of the projects;

• Liaise with donors and the private sector to identify and mobilize additional sources of funding for A2F activities;

• Ensure close and effective collaboration with other IFC departments and across the WBG

• Actively contribute to the knowledge management agenda of A2F;

• Prepare presentations and communication materials to disseminate results and accomplishments.

Selection Criteria:
The ideal candidate will have:

• Preferably Masters Degree in Business, Economics, International Development or related fields;

• Minimum eight (8) years experience working in the development sector, preferably in the financial sector in microfinance, SME banking and/or in consulting firms providing technical assistance to banks and/or microfinance institutions;

• Strong project design, project management, business development and client relationship management skills, including the ability to develop and maintain mutually beneficial stakeholder relationships and ensure timely and appropriate follow-up;

• Familiarity with the design, preparation, implementation and monitoring (project cycle) of consultancy projects;

• Strong interpersonal and communication skills, including ability to interact with people at all levels;

• Team player with organizational skills and demonstrated ability to handle multiple tasks simultaneously with minimal supervision;

• Ability to respond to situations of high demand and pressure in a timely manner;

• Excellent written and oral communication skills in English and Spanish;

• Experience living and working in a developing country preferred; and

• Ability to travel throughout the LAC region.
