IFC's Sustainable Business Advisory (SBA) Business Line works primarily with firms in manufacturing, agribusiness, services, and infrastructure to contribute to the creation of inclusive, environmentally sustainable, and efficient markets. SBA works across three thematic practice areas: (i) environmental, social, governance and industry standards; (ii) clean energy and resource efficient solutions, and (iii) supply chain and community investment. SBA also works with financial intermediaries interested in differentiating themselves through sustainability.

Duties and Accountabilities:
The Work

In order to strengthen client-orientation, SBA looking for a Operations Officer who works with clients to develop sustainable solutions for growth. He/She will work across Investment Services, other Advisory Services (AS) Business Lines, and external network/stakeholders. The Operations Officer will be responsible primarily for identifying opportunities and lead where appropriate and/or guide multi disciplinary teams to structure and execute advisory transactions with firms in key industry sectors such as Manufacturing, Power, and Water and with a focus on resource efficient solutions.

IFC has ongoing advisory programs aiming to provide resource efficient solutions to firms and the industry sector: The Russia Resource Efficiency (REF) Program (Russia REF), The Ukraine REF Program, and The ECA REF program. All these programs address current low levels of resource efficiency in ECA, reduce levels of environmental pollution and improve competitiveness of industry through the optimisation of material inputs and reduction of waste.

The immediate main focus of work will be to support the team in:

1.Acting as a task leader for the solid waste management initiative in ECA with focus on Russia, and

2.Being the focal point for client work in Turkey.

Scope of Work

Solid Waste Management Initiative

Since 2008 IFC has had several initiatives in ECA region related to solid waste management, including Integrated Solid Waste Management Program in Balkans and most recently country studies On Solid Waste Management for Russia and Ukraine. IFC experience indicates that waste management can start off only if there is good enabling environment, including: i) availability of sufficient amount of a specific waste stream, ii) supporting infrastructure through the supply chain (up- and downstream of recycling facilities) and iii) specific local regulations that stimulate recycling (eg. extended producer responsibility).

IFC now wants to investigate what business opportunities in solid waste management can materialize with the support of IFC investment and advisory services. Investment can include i) direct lending to private sector clients using waste in their processes (manufacturing companies in cement, glass, pulp and paper/packaging, automotives, food and beverages industry and wholesale/retail chains), 2) private operators that provide integrated solutions across supply chain and 3) via financial institutions – IFC clients to finance smaller projects. Advisory offer can include direct advisory to private sector clients of IFC on specific recycling opportunities and support in building up sustainable supply chains for recyclables involving private and municipal sector players.

The Operations Officer will lead the work on advancing IFC’s solid waste management initiative and will be directly responsible for:

1.Be responsible for building a strong pipeline and portfolio of IFC clients in the field of solid waste management in ECA region, with prime focus on Russia, and Turkey by:

- Map potential IFC partners for relevant advisory and investment engagement in the manufacturing sector jointly with IFC investment teams. These partners can include multinationals that have local operations in ECA region countries, as well as local companies. Specific priority will be given to cement, pulp and paper/packaging, construction materials and automotive components subsectors

- Jointly with IFC investment peers conduct relevant business development efforts and represent IFC advisory REF programs at client meetings and negotiations

- Develop and design specific IFC advisory offers for perspective clients

- Be directly responsible and supervise quality and timely delivery of relevant IFC advisory offers by managing external consultants and liaison with internal IFC teams (industry specialists, REF technical experts, environmental specialists and others);

2.Develop and maintain an effective network of relevant representatives from the private sector, public institutions and NGOs to ensure support and synergies;

3. Provide expert knowledge on areas related to recycling across IFC regional teams on as needed basis and contribute to IFC corporate knowledge base in solid waste and recycling; and

4. Coordinate IFC advisory engagements in the area of regulatory work in Russia with IBRD and other IFIs.

Focal Point for client work in Turkey

The Operations Officer will act as client focal point in Turkey for the manufacturing sector by performing following tasks:

Overall coordination of activities in Turkey:

- Initiate and maintain good relations with the IFC investment teams, assure that regular updates on REF AS work in Turkey are provided to them;

- Actively analyze existing IS portfolio and pipeline investment clients to identify pipeline for REF AS in Turkey;

- Actively coordinate and facilitate communication with key internal and external stakeholders;

- Participate in outreach and communication work, including development of business cases;

- Support Project Manager in fulfilling reporting requirements and in fundraising efforts.

Sector level work:

- lead, plan, prepare and deliver the IFC Foundry benchmarking study in Turkey, achieve efficient involvement of Turkish companies; coordinate consultant work if needed; and actively participate in communication with all other Turkish stakeholders including Ministry of Economy and Association of Foundries to achieve objectives of the initiative;

- Support IFC ECA Nitrogen Chemicals Benchmarking initiative to achieve efficient involvement of Turkish companies; coordinate consultant work; and actively participate in communication with all other Turkish stakeholders including Ministry of Economy and Association of Chemical Industries to achieve objectives of the initiative.

Firm level work

- Lead ongoing client work, supervise and organize the technical experts and consultants;

- Lead consistent delivery of SBA (or REF) AS products to clients;

- Perform other duties related to the client work as required.

Selection Criteria:
The Operations Officer will have an in-depth knowledge of the manufacturing sector and resource efficiency measures, extended knowledge and hands on experience in solid waste management processes and systems. The Operations Officer will be based in Russia (Moscow) or Ukraine (Kiev), will cooperate and coordinate with the IFC specialists and technical experts, and report directly to relevant Program Managers.

Specific qualification requirements include:

- Strong client orientation and proven capacity to lead complex client-facing initiatives;

- Excellent presentation, facilitation and liaison skills;

- Entrepreneurial drive and ability to act with limited (after onboarding) guidance;

- At least 10 years of relevant business experience in the manufacturing sector and with exposure to resource efficiency practices, with robust understanding of waste management opportunities and work with supply chains;

- Master’s or equivalent professional engineering degree in related field/ technical background/competency in target subsectors ;

- Results-oriented approach with demonstrated history of accomplishments;

- Demonstrated experience of working and living in transition economies;

- Ability and willingness to travel;

- Fluency in English is essential, fluency in Russian and Turkish is a strong plus;

- Experience in leading process efficiency improvements and/or consultancy assignments in several countries/regions will be an advantage;

- Understanding of renewables; environmental aspects of industries, regulation and compliance issues in the region will be an advantage.
