Preparation and qualification

Expertise required for all experts:
· A minimum of 10 years working experience in developing countries;
· An excellent command of English (both spoken and written);
· Excellent report writing skills, good communication skills, adaptability, social
awareness and high cultural sensitivity;
· Proven ability to work within complex institutional and organisational settings;
· Experience in the implementation, monitoring and evaluation of projects and
programmes, preferably in Education.
Special expertise required for at least one key expert:
· Fully conversant with the principles and working methods of project cycle
management and EU aid delivery methods.
· Ability to speak Urdu and/or Pashtu would be a distinct advantage;
Experience in Pakistan and in Khyber Pakhtunkhwa in particular, would be an added
advantage.

This expert should be a Public Financial Management expert and
· Hold a full University degree or equivalent, at least at Masters level, in Economics,
Finance, Accounting, Public Policy and Management or related field, and / or have
recent professional experience of at least 10 years in the area of public finance
management and reform;
· Have broad experience in macroeconomic analysis and reforms; PFM; debt
management; legislation, regulation, law enforcement; institutional and capacity
building; PEFA framework; audit (internal and external); revenue collection; taxation;
budgeting (policy, planning, preparation, execution, reporting and audit); public procurement (legislation, implementation, procurement assessments); public sector
accounting systems; fiscal and budget transparency;
· Demonstrate understanding of PFM as it pertains to the education sector;
· Have prior experience with budget support operations;
· Have experience of sector financing (preferably the education sector) in a
decentralised system;
· Have experience in Pakistan or in countries with a similar PFM environment would be
an added advantage.

Specific Activities:

2.1 General objectiveThe overall objective of this assignment is to assist the EU and the provincial government to
improve delivery of education services and to promote quality and access in primary and
secondary education in Khyber Pakhtunkhwa province.
The purpose of this contract is to monitor the progress of EU's sector budget support (SBS) provided through the Khyber Pakhtunkhwa Education Reforms programme.
2.2 Specific objective
i) to assist the EUD in its assessment of the payment trigger requirements for the 4th tranche
of SBS through providing a comprehensive assessment of the progress of the education
reforms against the agreed indicators of the common policy matrix;
ii) to assist the EUD in its assessment of budget support eligibility related to the final tranche
release;
iii) to join DfID/AusAid in their annual review of their KP Education programme, indicatively scheduled for June 2013;
