Job Summary

​Cardno Emerging Markets USA, Ltd. (Cardno) is currently seeking a Contracts Specialist for a position in our Corporate Services Unit. The position is based in our Arlington, VA office (located at Courthouse Metro on the Orange Line).

This position will provide full life-cycle contract administration and procurement support for donor-funded initiatives worldwide.  Responsibilities for this position include:  administering pre- and post-award activities and ensuring all c​ontractual terms and conditions are adhered to during award implementation; acting as the primary interface with the client’s counterpart; drafting, negotiating, and administering agreements with subcontractors and consultants; processing contract modifications; developing proposal pricing strategies; and preparing and negotiating cost proposals.

Key Responsibilities

  • Bachelor’s Degree in related field, or appropriate combination of Bachelor’s Degree and relevant professional experience (including field experience)
  • Three (3) to seven (7) years of professional contracts administration and proposal preparation in a government contractor environment; 
  • Knowledge with and experience operating with US Government and other donor-funded programs;
  • Solid understanding of CFR, FAR, AIDAR, DSSR and federal reporting requirements is a must;
  • Proficiency in MS Word and MS Excel is required;
  • Demonstrated leadership, negotiation, problem-solving, decision-making, organizational, time-management, presentation, budgeting, and research skills;
  • Solid interpersonal, networking and cross-cultural skills with a demonstrated ability to manage multiple, complex pursuits;
  • Ability to establish solid working relationships with clients, program management, technical staff, and diverse staff in various other business areas of the organization;
  • Willingness and ability to travel as needed;
  • Excellent verbal and written communications skills; and
  • US work authorization required.
