Oxfam Novib is looking for a
Regional Programme Coordinator for
“Citizens First: Improving Human Security in Afghanistan and Pakistan”
Based in Afghanistan, Kabul
Contract:  initially for 1 year with possibility to extend.

Context
This is one of four programmes which Oxfam will implement in Africa and South Asia following a successful tender from the Dutch Ministry of Foreign Affairs (the DGIS Reconstruction Tender 2012-2015). The programme will contribute to human security and good governance by strengthening the ‘social contract’ (citizens building up and/or restoring trust in government as a reliable partner capable of resolving conflict and delivering basic services). This will be done by empowering civilians and civil society to hold the (local) government accountable for law and order and the provision of basic services, and by strengthening the ability of the (local) government to understand and respond to the root causes of (local) conflict. The programme has a total budget of more than 5 million Euros and is implemented by the partners of Oxfam Novib (Netherlands).
Objective of the position
To ensure delivery of the Citizens First Program, including compliance of back donor conditions and guidelines, and contribute to building up Oxfam (Novib’s) knowledge on conflict transformation and governance.
Main tasks
- Provide leadership and direction for implementation of the Citizens First Program and ensure that targets and objectives are achieved in line with grant conditions and guidelines; the approved programme proposal; the Oxfam Novib Business Plan 2011-2015; and the Oxfam Strategic Plan 2013-2019.
- Support the Afghanistan and Pakistan country teams in the recruitment of staff for the program. Provide inductions to new staff to the program.
- Provide functional steer to the program’s Afghanistan and Pakistan program managers based in Kabul and Islamabad respectively.
- Facilitate the operationalization and rollout of the programme. This includes organising and chairing (inception) workshops, drafting terms of reference for research and consultants, and managing these as appropriate.
- Represent the programme in external forums, both in The Netherlands but also in Afghanistan and Pakistan. Identify opportunities for funding in order to upscale the programme and continue it beyond 2015 where appropriate, and develop proposals.
- Provide programmatic and technical advice to the Citizens First Program team. Ensure high quality project planning, monitoring, evaluation and learning including regular field visits to where the programme partners are located, communication of progress within Oxfam Novib and to other stakeholders, and results and grant management.
- Create linkages between the Citizens First Program and existing work within Afghanistan and Pakistan on conflict transformation and governance to ensure synergy.
- Oversee the budget, and liaise directly with the Programme Officers and Finance Officers on financial matters regarding the budget/proposal. Be accountable to the South Asia Regional Director on budget variances, accountability and appropriateness of budget spending. Establish and implement relevant monitoring systems to keep track and report on programme process.
- Collaborate closely with the Oxfam Novib Afghanistan and Pakistan Country Leadership Teams; ensure linkages as appropriate to the Oxfam Afghanistan Rights in Crisis Campaign and to other campaigns as appropriate.
- Serve as liaison with the Centre for Research on Multinational Corporations (SOMO) on the Citizens First Program and ensure delivery by SOMO of their part to the program. 
- Consolidate annual report in line with donor agreements and Oxfam (Novib) policies and procedures. Ensure timely reporting.
- Regular information sharing with all stakeholders on progress of project implementation and any relevant issues, including the updating of project monitoring and issue logs.
- In case of crises, exercise crisis management, including by liaising, and supporting the Kabul and Islamabad-based program managers liaise with Oxfam humanitarian staff as appropriate. Ensure Oxfam’s one programme approach (i.e. development, humanitarian, campaigning) is upheld.
- Liaise regularly with the (Regional) Program Coordinators of the 3 other DGIS-funded Oxfam reconstruction tender programs to share experiences and learning.
- You report to the South Asia Regional Director and have direct contact with the programme’s partners as needed. You have direct contact with relevant units at Oxfam Novib Headquarters including Knowledge and Program Management, Lobby department, External Funding, Quality & Control, and with other Oxfam affiliates.
You
- Have a relevant Masters degree, preferably in a development-related field.
- Can demonstrate a minimum of 5 years of relevant working experience in similar positions and have affinity with international development issues; familiarity with the rights-based approach and a commitment to a gender sensitive approach; and have a good understanding of the role of local/national civil society in development.
- Have expert judgement and a well-developed understanding of conflict transformation, post-conflict reconstruction, governance and conflict sensitivity/‘do no harm’, particularly with regard to the Afghanistan and Pakistan contexts.
- Experience working in Afghanistan and Pakistan and knowledge of the conflict dynamics are desired.
- Have human resources experience and experience with leading and inspiring a team.
- Have proven experience of programme and financial management and coordination of complex multi-partner and multi-annual programmes.
- Have experience and good understanding of monitoring, evaluation and learning (MEL).
- Have knowledge of humanitarian principles. Ability to weigh risks and deal with sensitive issues.
- Knowledge of advocacy and campaigning to ensure linkages with Oxfam campaigns. 
- Have excellent analytical and communication skills and demonstrable ability to think strategically, innovatively and practically to improve programme quality and to forge linkages between programmes.
- Have good communication skills and fluent spoken and written command of English. Knowledge of any of the Afghan or Pakistani languages is an additional merit.
- Have experience raising funds from international donor agencies.
- Are available to travel regularly to Afghanistan and Pakistan where the program will be implemented.

Oxfam Novib is committed to providing you with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. The salary range for this position is set in scale 10 with a salary range between € 3.229,- and € 4.969,- based on 40 hours a week. For this position additional expat allowances are paid.
