Humanitarian Program Manager
Afghanistan (Kabul)
One year contract; unaccompanied post
Objective of the position
The objective of this role is two-fold: The Humanitarian Program Manager will provide strategic leadership to Oxfam's emergency programming in Afghanistan and will also manage Oxfam Novib's humanitarian responses, in close collaboration with national partners.
Main tasks
Oxfam Afghanistan Humanitarian Lead Role:
1. Provide strategic leadership to Oxfam's humanitarian work in Afghanistan, including strategy development, fundraising, donor liaison and coordination;
2. Monitor the rapidly changing humanitarian and security context in Afghanistan, analyse the impacts and opportunities for Oxfam and coordinate internal and external information sharing;
3. Lead the development and regular updating of the Oxfam Afghanistan Contingency Plan (CP);
4. Represent Oxfam on relevant humanitarian working groups, clusters and coordination mechanisms, as well as with donor organisations in country;
5. Coordinate with Oxfam and partner security focal points on security issues affected humanitarian programming and support the regular review of Oxfam's Security Management Plan (SMP.
Oxfam Novib Response Delivery and Preparedness
1. Work closely with national partners to maintain analysis of the humanitarian context in order to inform responses;
2. Co-ordinate ongoing project appraisal, capacity assessment and partner capacity building activities;
3. Develop Oxfam Novib’s humanitarian profile, working closely with the Institutional Funding Officer to identify relevant project and program funding opportunities;
4. Develop concept notes and project proposals in response to relevant calls;
5. Effectively manage Oxfam Novib's humanitarian responses with national partners, ensuring adherence to sound financial management and accountability practice;
6. Ensure compliance with relevant Oxfam International program quality standards, including MEAL and gender in emergencies and internationally accepted humanitarian standards and guidelines;
7. Develop and implement effective monitoring, evaluation, accountability and learning systems;
8. Develop improved linkages between humanitarian, advocacy, and long-term development programs;
9. Recruit and line manage humanitarian program staff;
10. Manage the Oxfam Novib humanitarian program budget and provide oversight to project budgets. 

You have
Essential
1. Significant experience managing emergency and development projects in conflict-affected and highly insecure contexts;
2. Sound knowledge of industry standards and codes, including the NGO/Red Cross Code of Conduct, the People in Aid Code, SPHERE and Oxfam International polices and best practice
3. and a good understanding of relevant humanitarian and policy and security issues.
4. Sound knowledge and ability to apply NGO/Red Cross Code of Conduct, the People in Aid Code, SPHERE, Oxfam International procedures and other regulatory codes.
5. A proven record of effective program and people management in complex operating environments;
6. Strong understanding of key security issues involved in humanitarian responses;
7. Well-developed analytical, strategic planning, project design and project cycle skills;
8. Proven numeracy and financial management skills;
9. Proven influencing and negotiating skills, with the ability to build good relations with internal and external audiences;
10. Sensitivity to cultural differences, and demonstrated ability to work in a wide variety of cultural contexts.
11. Excellent written and spoken English;
12. Willingness to travel regularly to rural, remote and insecure parts of Afghanistan and regionally;
13. Understanding and experience of gender equity issues and their relevance to humanitarian responses;
14. Ability to take initiative and make decisions with limited support in complex contexts;
15. Adaptable, flexible and resilient and willing to accept shared, modest and restricted living and working conditions.
Desirable
16. Experience of disaster risk reduction (DRR), preparedness and development work;
17. Good command of Dari or Pashto.
We offer
A competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. We offer a gross salary in the range from € 3.229,- to € 4.969,-. This is excl. 8% holiday fee, additional expat allowances will be offered.
