As part of its mandate, UNOPS is able to act as Trustee and provide the Secretariat of a range of international organisations. The Consultative Group of the Cities Alliance, an internationally-recognised global partnership, has selected UNOPS to perform these functions. The Cities Alliance is global partnership for urban poverty reduction and the promotion of cities insustainable development. The Cities Alliance is governed by a Charter adopted by its members. The Consultative group is the primary decision-making body of the organisation, and has delegated a number of roles and responsibilities to the Executive Committee. The Cities Alliance Secretariat will be provided by UNOPS, and based in Brussels, Belgium.
In terms of an Agreement entered into between UNOPS and the Bill and Melinda Gates Foundation, the Cities Alliance has undertaken to provide a range of advisory services to ensure the proper management of the diverse urban portfolio created under the auspices of the Special Initiatives team. The portfolio comprises approximately 25 grants, the last of which is due to be complete by no later than 2016.
The services provided by the Cities Alliance include:
- Understanding the developmental context of each grant.
- Providing project advisory services at the grant level including governance, planning and finance;
- Providing back-up support to each grantee to ensure timely and adequate reporting following Donor's formats;
- Review of grantee documentation and reports and the preparation of report analyses;
- Disbursement recommendations to the Foundation;
- Ensuring the documentation and dissemination of lessons.
- Supporting linkages of the BMGF grants and role players into broader Cities Alliance programming, where appropriate.
This position is located in the Cities Alliance Secretariat (CA Secretariat) office in Brussels, Belgium. The Senior Urban Specialist has responsibility for the oversight of the grant portfolio and, in this role, s/he ensures that an agreed set of reporting requirements are met, appropriate support and guidance is provided both to the grantees and to the Foundation, and that the developmental potential of each grant is maximised. The Sr Urban Specialist will be expected to add analytical value to the portfolio, in addition to the technical value, and identify both substantive areas and propose methods to identify linkages to the CA portfolio, and/or CA members own work programmes. The Sr Urban Specialist works closely with the Programme Analyst, and reports to the Head of the Programme Unit. S/he will be a full member of the Cities Alliance Secretariat, and is fully integrated into all policies and procedures.
