TEAM LEADER FOR REFORMING HOUSING SECTOR

The specific objective is to assess the current scheme in the housing and communal policy field in order to provide a milestone for further acceleration of reforms.
Requested services
The services expected from the experts are six-fold:
1.   Assessment of challenges with the implementation of reforms in the housing and communal services sector and identification of main gaps, meaning a review of the legislation and applicable procedures.
2.   Assessment of the current models available in Azerbaijan for the governance structure and management of residential buildings and prepare recommendations based on best EU experience, including practical examples;
3.   Organization of consultation meetings and 3 workshops among main stakeholders in order to discuss problems and challenges of this sector and to present best EU practices regarding implementation of housing-communal policy reforms. The first workshop should be organized after completion of a gap analysis report. The second workshop will be conducted after the finalization of a task related to pilot condominiums; The third workshop aims at consulting the main stakeholders about draft policy concept;
4.   Support to the MoED in the creation of at least one pilot condominium. This support will consider review of the relevant Azerbaijani legislation1, legal advice to the selected pilot/s in the preparation of required documents with further assistance in the registration of the selected condominium/s by the Ministry of Justice;
5.   Preparation of strategic policy concept for the reform of housing-communal sector;
6.   Provide recommendations and proposals for further implementation of reforms in the housing-communal services sector in Azerbaijan;
Required outputs
As a consequence, the expected outputs from the experts are:
1.   Gap analysis report is produced.
2.   A report on the most suitable model for the management of residential buildings based on best EU experience is produced;
3.   One study trip to the EU member state for 5 to 7 people (representatives of stakeholder organizations) is organized.
4.   3 workshops are conducted.
5.   Legal and surveying documents are prepared in relation to pilot condominiums and submitted to the Ministry of Justice;
6.   Policy document designing future concept of housing-communal sector is drafted;
 
The proposed profile:
o  Senior Expert / Team Leader: 85 working days
Qualifications and skills
Minimum Requirement:
−    University degree, equivalent to at least Masters Degree in Law, Finance, Engineering or,
in it is absence equivalent professional experience of at least 15 years;
− Fluency (both oral and written) in English (competence at least 2 on a scale of 1 to 5 (1 excellent; 5 – basic);
Additional Requirements:
−    Knowledge of Russian, Turkish or Azerbaijani will be considered as an asset.
General professional experience
Minimum Requirement:
−    Senior Expert with at least 10 years of experience in housing sector;
Specific professional experience
Minimum Requirement:
− At least 3 years of specific professional experience acquired dealing with reforms of housing and communal services sector, preferably in Transition countries;
−    At least 1 project implemented where he/she was involved as an expert in the preparation
of policy document at the mentioned sector.
Additional Requirements:
−    Experience in last 10 years dealing with different forms of management in the residential
buildings including the creation of homeowners association;
− At least one project where he/she implemented European Union's best practice in a condominium law and housing sector reform;
 
The Project Team is expected to undertake 2 missions to Azerbaijan over the period October 2013 – May 2014.
Indicative distribution of the Team Leader's workdays will be the following: 79 days spent in-country, 4 days for report writing and 2 days for travelling.
