UNAIDS Tenders FOR AUGUST 2013

Technical Assistance on HIV Financing frameworks, fiscal space analysis and integration into social and health financing schemes
The purpose of this RFP is to select a suitable contractor to assist UNAIDS with analysis and technical support in the area of sustainable and innovative financing.
The contractor will be requested to:
  1. Assess existing financial agreements between countries and bilateral and multilateral donors.
  2. Produce a policy brief on integration of HIV services into health insurance and other financing schemes as a means for diversifying funding base and ensuring sustainability of HIV financing.
  3. Develop two in depth case studies of integration of HIV services into national health insurance or other financing schemes.
  4. Develop desk-based assessments of fiscal space for HIV for four countries and examine whether and how governments could feasibly increase expenditure on in the short-to medium term in line with countries’ macroeconomic fundamentals.
UNAIDS will facilitate country contacts and obtaining of necessary available relevant documents through its country offices.

Assessment of national program data use and limitations in key population monitoring and evaluation efforts
National prevention, treatment and care programs routinely generate data that can be used for monitoring and evaluation of the effectiveness and efficiency of the programs and their impact and coverage of populations at risk.
The extent of use of national program data, complementary or competing information sources, and barriers or enablers of use this data have rarely been studied, especially as it relates to programs for key populations.
The purpose of this RFP is to select a suitable contractor to carry out the assessment of national program data use and limitations in key population monitoring and evaluation efforts in 10 countries from the high priority countries.

Analysis and Visualization Package for tracking the 2011 declaration of commitments targets
The purpose of this RFP is to select a suitable contractor to carry out analysis of the evaluation data and intelligence repository generated by the 2011 declaration of commitment targets tracking tool.
Based on the analysis, the company is to provide expert advice on specific visualization options and recommend a data visualization package for effective dissemination of evaluation data.
The data visualization package must be an independent software tool with the capability of hosting in UNAIDS premises or if necessary, in the cloud.

Desk Audit of Integrated Biological and Behavioral Surveys (IBBS) for Key Populations
The purpose of this RFP is to select a suitable contractor to carry out a desk audit of Integrated Biological and Behavioural Surveys (IBBS) for Key Populations.
The contractor will review ten (10) IBBS, from ten (10) different countries. The contractor must propose which countries to include in the study considering key population epidemic and programme response.

Communication and Dissemination of Learning from Joint UN initiative in North East
The purpose of this RFP is to select a suitable contractor to:
  • Conceptualize a dissemination event at the end of the project in Dec 2013 for the Joint NE Initiative.
  • To collate and finalize the knowledge products (material, studies, documents) from the Joint UN initiative in the Northeast, in hard and soft copies.
  • To develop communication material and products for the International Conference on AIDS in Asia and Pacific (ICAAP).
  • To develop communication material, products and support abstract submissions at the International AIDS Conference, (IAC) Melbourne.
Vendors are requested to propose the best and most cost-effective solution to meet UNAIDS India requirements, while ensuring a high level of service.
