BACKGROUND

Adoption of the UN Convention against Corruption (UNCAC) in 2003 created a powerful instrument to combat corruption worldwide. In November 2009, the Conference of States Parties (COSP) agreed a review mechanism for the UNCAC. This has opened the door for follow-up on governments’ performance in complying with their anti-corruption commitments. As the UNCAC is an international benchmark of anti-corruption any country considering or adopting partial or overarching reforms in this field should be assessed in light of the UNCAC standards.

The UNCAC Coalition, established in August 2006, is a global network of over 350 civil society organisations (CSOs) in over 100 countries, committed to promoting the ratification, implementation and monitoring of the UN Convention against Corruption (UNCAC). It mobilises civil society action for UNCAC at international, regional and national levels. (www.uncaccoalition.org)

The UNCAC Coalition website is a key tool for communication, mobilisation and information-sharing amongst members and requires on-going maintenance so it remains an effective communication and advocacy mechanism.

OBJECTIVES

The main objectives of this consultancy is to

• Maintain, update and improve the Coalition website,
• Make the website available in French and Spanish
• Assist with the publication of a quarterly newsletter.
• Ensure adequate website security to protect against intrusion or fraud

REPORT STRUCTURE AND EXPECTED DELIVERABLES

The assignments involve the following activities, carried out in consultation with TI-S.

• Updating and adding information as directed by TI
• Creating new pages or making changes to existing pages
• Providing advice on technical issues which arise and resolving technical problems wherever possible
• Creating instructional tutorials for common processes so that TI staff can maintain the site themselves
• Updating Joomla! components where required
• Assisting with the creation and diffusion of a quarterly Newsletter (using a component of the website)
• Making suggestions for website improvements.
• Proposing and implementing a solution to make the website available in French and Spanish (translations provided)
• Ensuring adequate website security to protect against intrusion or fraud

SELECTION CRITERIA

The Consultant should preferably have the following qualifications:

• Demonstrated previous experiences working with web design and programming with Joomla! CMS.
• Ability to provide technical support by email and phone with guaranteed response time.
• Experience designing and implementing NGO website is advantageous.

REMUNERATION AND COSTS

The Consultant should provide a detailed breakdown, before any VAT or other charges, of all their estimated costs, including but not limited to; hourly rates, materials etc.

In order to determine the Value Added Tax (VAT) implications of this tender, we kindly request that the [Vendor/Consultant] answer each of the following questions relating to VAT and submit their answers in the attached Word document, along with their email application.

1. Are you a registered business entity or operating as a private person?
2. In what country is your business operation located?
3. Are you registered for VAT?
4. If registered for VAT, located outside the EU, and do not apply the reverse-charge mechanism, what rate of VAT are you obliged to charge?
5. If you are not registered for VAT, are you obliged to charge any other local taxes/charges?
6. If you are VAT registered within the EU, please provide your VAT number.
