Job Summary

​Cardno Emerging Markets supports the implementation of the Governance for Development (GfD) Program on behalf of the Australian Government.
GfD focuses on some of the major challenges facing the Government of Timor-Leste (GoTL) in the implementation of its Strategic Development Plan (SDP).
The overall goal of GfD is to reduce poverty in Timor-Leste through economic development and delivery of services.
The Governance for Development (GfD) Program will assist the GoTL to implement the SDP by working with central agencies, including the Prime Ministers’ Office, the Ministry of Finance, the Civil Service Commission, the Ministry of State Administration, and the Infrastructure Fund agencies to improve the systems that are most important to economic management and service delivery.
GfD is structured around two core pillars: (I) economic and fiscal policy; and (II) improvements in basic services.
The Finance Manager is part of the GfD Support Services team, which is headed by the Deputy Program Director, Operations.

Key Responsibilities

​The Finance Manager plays the lead role in ensuring accountability, transparency and integrity in financial management, compliant with standard operating procedures, government regulations and DFAT requirements.
Objectives
  • The objectives of this role are to:
  • Support the Deputy Program Director, Operations, in the day-to-day operations of the program by overseeing all financial activities.
  • Establish and maintain financial management policies, procedures and systems that ensure efficient and effective financial management.
  • Lead strategic financial management activities including annual budget development, financial planning and cash-flow, and periodic reporting to DFAT.
  • Provide high quality and professional advice on financial management.
  • Lead, manage and build the skills and capacity of locally engaged staff.

The successful candidate will be asked to start no later than 1 December 2014 for an initial short-term input to do a handover with the present incumbent.  The office will be closed between 20 December 2014 and 4 January 2015, and the long-term input will start on 5 January 2015.
