Financial Controller

Reports to: Deputy Director General - Management Services (DDG-MS)/Treasurer
Number of Associates: Supervise two Senior Managers (Financial Operations and Financial Planning and Reporting), indirectly 35-40 in financial team in IRRI Headquarters (Philippines) and the finance staff in the 14 country office sites.
Job Purpose: Responsible for the planning, budgeting, controlling and reporting of the Institute’s financial activities with the goal of supporting the strategy and ensuring its financial health. Ensure that the Finance team develops policies to manage an evolving set of financial risks and provides proactive high quality services to its clients.

Responsibilities:

1. Leadership of the Finance units at IRRI.
  • Regularly review the structure of the finance team and initiate necessary changes;
  • Oversee and coach the performance of Finance teams;
  • Encourage the professional development of Finance staff.
2. Resource Allocation
  • Lead the annual operating budgeting and individual grant budget processes, and monitor budget execution;
  • Lead capital budget preparation process and monitor implementation;
  • Prepare and submit CGIAR research programs (CRP’s) budgets to the management, Board and external stakeholders (e.g. donors).
3. Accounting and Reporting
  • Lead cost analysis activities, and formulate and implement appropriate changes in full cost recovery consistent with CGIAR and donor policies;
  • Prepare timely, relevant and accurate financial reports and analyses for the Management Team, Program Leaders, Operational Unit Heads, the Board of Trustees, External Auditors and Donors;
  • Provide regular updates to the Management Committee and the Board of Trustees;
  • Coordinate financial matters with the country offices;
  • Oversee the preparation of annual financial statements;
  • Serve as the primary focal point for the annual external financial audit;
  • Supervise the appropriate use and updating of financial information systems and the documentation of processes;
  • Ensure that comments raised by the CGIAR peer reviews, or other external evaluations, are addressed.
4. Grants
  • Ensure that grant proposals achieve full cost recovery and advise management in cases where grants do not achieve cost recovery;
  • Coordinate the accounting and reporting activities of donor grants with the Donor Relations and Project Coordination Unit, ensuring that grant financial compliance is achieved.
5. Treasury
  • Ensure effective treasury operations including payroll, cash flow and investments;
  • Ongoing development of, and compliance with, the investment policy;
  • Implement an appropriate foreign currency policy including currency protection mechanisms;
  • Ensure that adequate and appropriate insurance is in place.
6. Financial Risk Management
  • Scan the operating environment (internal and external) for financial risks and implement mitigating actions including business continuity planning;
  • Ensure that internal controls meet international best practice and are consistent with CGIAR Financial Guidelines;
  • Ensure that financial policies and procedures are aligned to the Institute’s strategy and that they are adequately communicated.
7. CGIAR Financial Community
  • Lead IRRI’s implementation of the financial components of the One Corporate System;
  • Serve as IRRI focal point for financial shared services;
  • Interact, meet & actively participate with the CGIAR Consortium and financial peers in other centers on financial issues.
8. Others
  • Provide support to the country offices including making sure that internal control systems are in place, and that policies and procedures are up to date and commensurate to the size of the offices;
  • Provide financial management advice to IRRI Directors and Organizational Unit Heads;
  • Serve on key Institute committees (e.g. Procurement, Provident Fund, Treasury, etc);
  • Provide financial support and oversight of the IRRI fund offices in Singapore, Hong Kong and India;
  • Act as advisor to the Board of Trustee’s Finance Committee;
  • Other functions as agreed with the Treasurer/DDG-MS.

Qualifications:

  • Minimum Education: Financial designation (CPA, CA) and/or MBA
  • Experience Required: 15+ years
  • International experience essential, not for profit with grant funding desirable
