Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The Division of Information Management (SGIM) comprises four sections and provides the Department of Safeguards with services of data processing, secure information distribution, information analysis and knowledge generation necessary to draw independent, impartial and soundly based safeguards conclusions.

Main Purpose

Under the supervision of the Section Head, the Safeguards Data Clerk collects and processes information in support of the in-field inspection activities and the State evaluation process. The Safeguards Data Clerk will be providing support with receipt, processing and dissemination of relevant Safeguards information and communicates relevant information to the Safeguards Information Analysts and other staff in the Section and Division.

Working Relationships

The Safeguards Data Clerk interacts with staff of all levels within the Department. He/She processes and collects information required for the work of the Safeguards Information Analyst and other staff in the Section and Division.

Functions / Key Results Expected

  • Receive, process and disseminate relevant Safeguards information to other Information Assistants and Analysts in the Section such as Nuclear Material Accounting reports or Additional Protocol statements submitted by the Member States.
  • Draw on a variety of databases and information sources and with assistance from other SG Information Assistants and Analysts, retrieve and collect information relevant to Safeguards, in preparation of further processing.
  • Scan and upload documents to Safeguards Information Systems for electronic filing.
  • Use computerized information systems in the Section (registration of Member States submissions through ARMS) to maintain associated electronic files (manual and electronic upload of Nuclear Material accounting data).
  • Review output from the information systems for accuracy and completeness from a data processing point of view by comparing the output of data with the original submission from the Member State and proofreading for accuracy of text and accounting figures.

Knowledge, Skills and Abilities

  • Basic knowledge of information collection tools and practices.
  • Good understanding of Safeguards concepts.
  • Ability to solve problems that may arise with the information sources and propose solutions and improvements to the collection system.
  • Curiosity and willingness to learn new skills and to acquire in-depth knowledge of specific issues.
  • Strong organizing skills: ability to prioritize work assignments, organize own schedule, perform routine work independently, meet deadlines and adapt to constantly changing demands while maintaining accuracy and paying attention to detail.
  • Good interpersonal skills to work harmoniously in a multicultural team with sensitivity and respect for diversity.
  • Strong communication skills to convey work results as well as problems and suggested resolutions in a clear manner.
  • Computer skills: Proficiency in MS Office, which is the IAEA standard (Word, Excel, Outlook, PowerPoint), and the ability to use databases and enterprise Content Management (ECM) to include Livelink and Sharepoint.

Education, Experience and Language Skills

  • Completed secondary education.
  • Minimum of two years of relevant working experience, some of which in an international environment.
  • English language test (level 2) and typing test (level 2) to IAEA standard.
  • Language skills: Excellent command of written and spoken English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €31 335 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance.
