Assessment of Technical and Administrative Needs for Readmission Management
IOM is an inter-governmental organization with 157 Member States and 10 states holding Observer status. IOM presence in Azerbaijan dates back to 1996. IOM has been implementing a variety of projects in line with its mission to assist the Government of Azerbaijan in meeting the operational challenges of migration, advance understanding of migration issues, encourage social and economic development, and uphold the human dignity and well-being of migrants. On the 1st September 2014 IOM started the implementation of the project “Consolidation of Migration and Border Management Capacities in Azerbaijan (CMBA)” funded by the European Union. The aim of this project is to enhance the capacities of Azerbaijani authorities in the area of migration and border management in line with relevant EU-Azerbaijan Agreements, in particular the Visa Facilitation and Readmission Agreements.
Summary of the Action
Under this activity IOM will provide additional capacity building in order to make the authorities in Azerbaijan well-equipped with the essential knowledge and skills for effective readmission management. In the scope of the project, an assessment focusing on monitoring of technical and administrative gaps and needs for effective readmission management will be conducted. The assessment will be carried out through technical meetings in Azerbaijan by international and national experts in cooperation with designated specialists from the SMS and MFA. A comprehensive report which will contain an overview of the present situation in the sphere of readmission management and practical recommendations for further improvement will be produced and disseminated among the State agencies in Azerbaijan.
The experienced international expert will be in charge of assessment and development of the report and will be assisted by a national expert during the course of action.
1.Objectives and Expected Results

· Assessment of technical, legal and administrative needs in the sphere of readmission management
· Examination of operational instructions and components
· Analysis of readmission applications workflow
· Assessment of cooperation of various state agencies in processing of readmission cases
· Assessment of present level of international cooperation on readmission
· Assessment of training needs for readmission personnel
Expected Results:
· One page in-country mission initial brief
· An assessment report will be compiled to review administrative, legal and technical needs for readmission management and highlight possible recommendations and amendments
· The report will be translated into Azerbaijani and presented to the Government of the Republic of Azerbaijan for consideration and possible adoption for future action
2.Methodology
2.1 Form of the Action:
For the implementation of this task IOM will hire an international expert who will lead the assessment as well as an assisting national expert. The experts will work in close cooperation with IOM Baku and relevant State agencies of the Republic of Azerbaijan.
Assessment will be carried out in light of existing and expected needs of the State agencies of the Republic of Azerbaijan responsible for readmission considering the following main criteria:
· Institutional (institutions involved and their functions)
· Legal (relevant national legislative framework and the international and EU legal frameworks applicable for the assessment)
· Human Resources(to identify the personnel, clarify tasks, training needs etc.)
Structure of the Assessment Report:
The report will be maximum of 100 pages excluding annexes and will consist of the following key parts:
· Introduction and Executive Summary
· Overview of the methodology of the assessment
· Main content of assessment
· Description of relevant policy, legislative, institutional and operational frameworks in Azerbaijan and their compliance with the European and international standards
· Conclusions and recommendations to the Government of the Republic of Azerbaijan
· Annexes (list of relevant international and European instruments, meeting agendas, other supporting documentations referred to in the main body of the assessment report)
2.2. Implementing partners and roles
· IOM Baku (logistics support and overall management)
· International expert (conduction of an expert mission; assessment and development of the draft report; incorporation of IOM’s and the government’s feedback into the final version of the report)
· National expert (assisting international expert, collection of national legislation and existing practical schemes of Azerbaijan related to assessment, translation of documents into English if needed, interpreting during the meetings )
· State Agencies providing relevant documentation, availability for meetings and discussions
2.3. Timeframe and deliverables
2.3.1. Preparatory period (1 month): 15 August 2015 – 30 September 2015
· Hiring of international and national experts
· Collection and review by the international expert of necessary documentation, development of the assessment methodology
· Submission of a draft extended outline of the whole report for IOM’s and the government’s initial feedback
· Delivery of expert’s possible questions to relevant State agencies of Azerbaijan and gathering of primary information to these questions based on the developed assessment methodology (e.g. pre-expert assessment mission survey, phone interviews, etc.)
· Submission of the initial draft of the parts on exiting norms and practices and the assessment methodology
2.3.2. Assessment implementation period (5 days): 1 October – 15 October 2015
· Travel to Azerbaijan
· Meetings with relevant stakeholders (Experts, IOM Baku and relevant State agencies)
2.3.3. Assessment reporting period (2 months): 15 October 2015 – 1 December 2015
· The international expert will provide an initial draft of the complete report to IOM for consideration two weeks after the trip
· The draft report will be translated into Azerbaijani and sent to the Government of Azerbaijan for review and inclusion of possible inputs
· The international expert will incorporate comments from IOM and the Government into the report two weeks after receiving them
· The international expert will submit revised draft of the report to IOM
· The final report translated into Azerbaijani and shared with the national authorities within one month after finalization in English
3.Monitoring and Evaluation
IOM will be in close contact with both the external and national expert and local partners in terms of the proposed timeframe, as well as ensuring the deliverables of final results.
