CARE Nederland (CNL) is part of CARE, an international humanitarian aid and development organization that fights global poverty and provides life-saving assistance in emergencies. CNL helps the poorest people, in the most difficult places to become more resilient regarding natural disasters and violent conflicts. CNL's special focus is on working with poor girls and women because when equipped with the proper resources, they have the power to help families and communities out of poverty.
The departement:
The Program Department is responsible for contracting, implementing and managing projects and programs in areas CARE Nederland specializes in. The program team has a program strategy 'Resilience' that consists of the following domains of change: social justice, inclusive governance, livelihoods and access to basic services. Cross sectoral themes are disaster risk reduction, 'gender equity' and fragility. The team consists of 16 colleagues who are managed by a Program Director.
The function:
The Program Officer will, within the team, be responsible for developing, coordination and management of the CARE NL projects for at least Burundi. Also the PO will be responsible for the coordination of a consortium program, from four organizations, for the improved of SRHR services for the youth in Burundi.
The PO will work under the direction of the Africa Program Coordinator who is responsible for the quality and quantity of the projects of the Africa portfolio.
The PO and the Finance Officer will work closely together and in budget and financial issues related to the projects.
The PO will act on the following areas:
Proposal development, coordination and management of projects
Identifies new financial possibilities for the countries in her/his portfolio;
In coordination with assigned Country Offices (CO) and in consultation with Program Coordinator develop project proposals for donors;
Responsible for contract management on the assigned portfolio, including the relation between thematic and financial project management, monitoring (a.o external) evaluation and reporting. Initiative taker for corrective actions. Follows up on recommendations retrieved from evaluations;
Coordinates with Finance Officer;
Recruits and accompanies consultants (when necessary);
Represents the PT team in external meetings with donors or NGO's;
Gives input for CNL advocacy strategies for his/her portfolio in cooperation with the advocacy unit and Program Coordinator;
With regard to the Consortium the responsibilities are:
Progress control of the consortium programs and coordinates joint evaluations;
Is responsible for consolidations and a timely reporting of the consortium towards the donor;
Is chairman of the program work group of the consortium and coordinates the remainder work groups of the consortium.
Quality promotion, advice and support
Supports pro-actively contacts with donors
Informs corporate relations colleagues in the marketing team;
Advices and supports Country offices (CO's) with the implementation of the assigned portfolio;
Encourages good quality during project implementation. Informs and supports the Country offices in general.
Is together with the Finance Officer responsible for a good understanding of donor procedures, guidelines, policies and financial possibilities with CO's;
With regard to the Consortium the responsibilities are:
Promotes effective cooperation between the consortium members, donor and involved public authorities;
Identifies possibilities on cooperation/meetings with other organizations (NGO/Public authority/UN/Donor) active in Burundi;
Advices colleague PO's thematically and for regional context on projects.
Policy development and Annual Operating Plan (AOP)
Provides input from the assigned portfolio for policy development;
Provides input from the assigned portfolio for the AOP, annual report, etc;
Is responsible for the implementation of assigned tasks resulting from policy development and the AOP.
Private fundraising and briefing
On request of Marketing and Communication passes on information for internal and external communication on the projects;
Contributes to activities for fundraising and communication.
Reporting line
The PO reports to the Program Coordinator. He/she will take decisions on development, management, consultation and advice from and on projects and programs and other activities resulting from the AOP.
Knowledge and Expertise
Specialized theoretical and practical knowledge and experience in the field of project management and project administration;
Knowledge on financial management and of donors, donor finance and donor rules;
Knowledge of Resilience;
Knowledge of inclusive governance and/or Sexual and Reproductive Health rights, gender inclusivity, Disaster Risk Reduction, Conflict sensitivity.
Contacts
Besides internal contacts the Program Officer will have contacts with institutional donors, CO's, colleague NGO's and CARE International. The contacts are mainly focused on exchange of information and/or cooperation.
We are looking for a candidate that meets the following qualifications:
At least 3 years relevant field experience, experience in Burundi is a pre;
Academic work and thinking level, supplemented by relevant experience in the area of good governance, and/or SRGR, gender sensitivity, conflict sensitivity, Disaster Risk Reduction;
Experience with project management in a development or transition context
Experience with institutional donors (MFA, EC, ECHO, etc.);
Knowledge of and experience in drafting program descriptions and project reporting;
Experience in monitoring projects at distance;
Affinity with financial project management;
Excellent knowledge on English and French.

A gross monthly salary based on BBRA scale 10 (classification dependent on relevant working experience);
