International Operations Manager

You are an experienced operations manager. You are flexible and you enjoy having variety in your work and working in different programme countries. Working with colleagues all around the world gives you energy. As the International Operations Manager you will work in (former) war zones which requires a high level of flexibility in terms of physical movement from country to country often on a short notice. Occasionally between field assignments you work at head office in Amsterdam on a variety of financially oriented projects. You are part of the Finance team and you report to the Manager Finance & Control, Procurement and legal in between assignments. You report to the Country Director (CD), when you are based in a programme country.
Your challenge
You are responsible for supporting capacity building and problem solving in the field of operations in War Child Holland's (WCH) programme countries. There is a strong focus on finance. Management of HR, ICT, Logistics and Procurement are also your responsibility. You work closely together with the relevant managers in the programme countries.
In case there is a vacancy in the team you step in while a permanent Operations Manager is recruited.
A Manager Operations:
* Ensures that the operation is (set up and) running effectively and efficiently to enable programme staff
and other stakeholders to carry out the War Child Programme;
* Has an advisory role towards the Country Director (CD) and other managers with regard to the domains;
* Sees to transparent and reliable processes and generates management information for stakeholders;
* Directly manages staff members such as Finance Officer, a Logistic Coordinator or an Administrator, this varies per programme countries.
A Manager Operations:
* Ensures that the operation is (set up and) running effectively and efficiently to enable programme staff
and other stakeholders to carry out the War Child Programme;

* Directly manages staff members such as Finance Officer, a Logistic Coordinator or an Administrator, this varies per programme countries.
The main focus of the IOM will be financial management and administration, but the IOM preferably also has experience in HR, Logistics, Procurement and/or ICT. You will play a crucial role in bringing operations to a higher level.
Your profile
* Knowledge of financial management and administration (minimum BSc level), and preferably in HR, Logistics, Procurement and/or ICT;
* A minimum of 5 years of relevant experience of which 2 years in a management position within an international (NGO) environment;
* Proven field experience of at least 1 year in a developing country and/ or (post) conflict country is a must;
* Working experience in short term assignments (consultancies, interim positions etc.);
* Experience in training and coaching;
* Hands-on experience in working with automated accounting systems;
* Experience in working with international institutional donors, such as EC, UN, DFID, etc.;
* Strong planning and organizational skills;
* Result focused and cost-conscious;
* Ability to effectively liaise with colleagues in diverse multi-cultural environments and to adjust quickly to different (cultural) environments;
* Required: fluency in English (verbal and written);
* Fluency in French, Spanish or Arabic is an asset;
* Full flexibility to travel and be assigned abroad almost continuously (typically 3-8 months per assignment) unaccompanied by family.
