Regional Grants and Partnership Manager , ChildFund International

International Organization is seeking for a Regional Grants and Partnership  Manager to develop and manage Asia’s grant portfolio

Accountability:
The Regional Grants and Partnership Manager position will be responsible for ChildFund International’s overall grant acquisition and management strategy in Asia.  She/he will support the expansion and diversification of revenue from institutional donors and non-traditional funding sources consistent with organization’s core intent and core outcomes.  She/he leads efforts to strengthen the execution capability of National Offices for developing and managing strategic grants.
MAJOR AREAS OF RESPONSIBILITY
1.      Improve the positioning of the Asia region to identify, prepare for and acquire grant funds
2.      Lead the development of a grant acquisition strategy for NOs to guide the organization in building its grant portfolio from a broad range of funding sources.
3.      Advise and assist in the design, development and management of grants in the six country offices in the Asia region.
4.      Review and give significant input to grant submissions from across the region to ensure completeness of applications, consistency with ChildFund’s core intent and core outcomes, programming quality and attainability as well as appropriateness of budgetary requirements and structures.
5.      Proactively seek intelligence on new program funding opportunities within the Region in close consultation with the National Offices and International Office.
6.      Function as regional content matter expert around project management and grant implementation
Detailed responsibilities
1.      Serves as liaison and representative in grants management in the region and plays a lead role in donor cultivation, proposal development, review, submission and follow-up.
2.      Develops a fundraising plan for the region prioritizing fundraising opportunities, capacity building and opportunities for donor alignment with global, regional and national strategies
3.      In accordance with the regional fund raising plan, actively supports the NOs in formulation of funding/grants development plans and initiatives
4.      Researches, identifies and analyzes potential new donors and pursues regional funding opportunities in close consultation with NOs, Regional Office (RO) and IO divisions
5.      Matches grants to program strengths, regional strategy and NO's development plans in order to cultivate and open new revenue streams
6.      Monitors all grant making rules and regulations (USG, UN, EU, etc.) for relevant changes and developments and updates NOs accordingly, while ensuring compliance with donors’ rules and regulations
7.      Identifies potential grant partners at the regional level and assists NOs in the assessment of national partners and alliances, and in negotiation of terms for joint projects
8.      Coordinates multi-disciplinary team in grant preparation, including writing, editing and revising the technical application and corresponding budget, as required, ensuring quality of the proposal, and that all donor guidelines/requirements are met, to include packaging and delivery.
9.      Liaises with IO Grants Unit in the process to decentralize and strengthen the capacity of the NOs to effectively obtain and manage grant awards and contracts.
10.  Upon approval of project proposals, supports NOs in post-award administration, including negotiation of terms and conditions of federal awards and sub-grants, revision to grants, no-cost extensions, reporting and grants closure.
11.  Holds regular meetings with program staff to discuss issues and accomplishments, and assists in problem solving. Visits field to keep abreast of program activities and progress.
12.  Provides ongoing mentorship to develop the knowledge and skills of NO staff in grants management.  Assists in facilitation of grants development and management workshops.
13.  In collaboration with GPG, assists NOs in the design and/or enhancement of M&E tools and protocols, surveys and evaluation instruments, data collection and analysis.
14.  Monitors grant funded project activity within NOs, ensuring project implementation is on schedule and according to project goals and objectives.
15.  Monitors grants expenditure, ensuring accountability and transparency, adherence to grants policies, and compliance with the donor's contractual terms and conditions.
16.  Liaises with the Regional Finance Manager (RFM), ensuring accurate and up-to-date grants expense tracking, and timely submission of budget reports according to formats required.
17.  Keeps abreast with updates on program guidelines and quality standards.
18.  Develops and maintains comprehensive and organized grants management database and files including the grant file checklist, final versions of grant agreements, project proposal narratives and budgets, reports and other grants-related correspondence
19.  Participates in the resolution of any findings in audits or financial reviews and develops appropriate responses to any findings related to the grants management or monitoring
20.  Establishes and maintains relationship with host country government officials and local authorities, representatives of NGOs and other persons of influence in the countries’ developmental efforts.  
21.  Stays abreast of activities of regional networks in priority grant areas.
22.  Meets with donors to discuss new ideas and hosts site visits, as necessary
23.  Liaises with Global Program Group (GPG), International Fundraising/Marketing, and ChildFund Alliance members in program development and grants management issues
24.  In coordination with Grant Management Specialists, Regional Program Managers, and Regional Finance Managers, monitors national office capability to execute grant/contract activities, particularly high-value, high-risk grants and contracts.
25.  Promotes a culture of operational excellence and compliance within ChildFund by providing NO staff on-the-job training, coaching and mentoring around the grant administration and compliance, business processes and grant portfolio management systems.
