Team Leader / Private Sector Specialist Based in Myanmar

The Burma Enterprise Opportunity Facility aims to improve economic opportunities for poor people in Burma by unlocking the potential of business by working in five areas: The regulatory and institutional environment for doing business; financial sector; infrastructure – financing and policy; trade; and inclusion and responsible business. The facility will have two primary roles: provision of advice, technical assistance and capacity building; and issuing calls for proposals for innovative new projects that contribute to the objectives of the programme.

Responsibilities:
  • Set the strategic direction of and approach to the project in consultation with DFID and  take responsibility for the day-to-day direction and technical leadership/management of all the different work streams of the project;
  • Lead, manage, and develop programme staff, encouraging their commitment to programme objectives, and meeting their personal development needs;
  • Monitor progress to ensure that the programme successfully meets its objectives and is delivered in full compliance with DFID’s expectations and technical and financial requirements;
  • Act as the main technical point of contact for DFID on the project and develop good formal and informal reporting channels to DFID on the project and issues that arise in the course of its implementation;
  • Build, manage and bridge relationships with, and between, DFID, key government institutions, non-state actors, private sector organisations and other programme stakeholders;
  • Provide      technical leadership and oversee the development of a strategy that will      deliver coherent, evidence based results across BEOF’s five pillars.

Required Qualifications:
  • An advanced university degree (or equivalent) in the fields of economics, finance, public policy, business administration, or other relevant;
  • 15+ years of experience in the fields of private sector development, business enabling environment strengthening or strengthening public sector institutions, with demonstrated results and impact;
  • 10+ years’ experience of successfully managing multi-disciplinary technical and operational teams and delivering complex, multi-faceted donor programmes in challenging contexts;
  • Demonstrated track record of successfully liaising with high-level government officials and institutions on regulatory reform, institution building and private sector development to deliver reform in similar contexts;
  • Demonstrated understanding of business enabling environment challenges and policy issues relating to private sector led growth and development and knowledge of how to deliver inclusive reforms;
  • Demonstrated ability to adapt a strategy and workplan to changes in a fast moving political economy
  • Outstanding communications, management and diplomatic skills and experience in dealing with high-level officials
  • Strong understanding of policy issues relating to private sector led growth and development
Desirable:
  • Past working experience in Southeast Asia and particularly Myanmar is highly desirable
  • Past experience with DFID, including knowledge of DFID’s project management systems and  approaches to private sector development 

Contract Duration: 3 years
