Head of Regulatory Finance

Play a high-profile role in the success of the UK’s railways
The Office of Rail and Road (ORR) is the independent safety and economic regulator for Britain's railways and the independent monitor of Highways England. We are here to ensure the network operates safely, reliably and provides value for taxpayers and customers. As Head of Regulatory Finance, you’ll help ensure that railways deliver value for money, reinforcing a key part of the UK’s economy.
About the role
In this senior role, you’ll lead a team which provides financial and accounting expertise to ORR. Regulatory Finance is vital to the organisation, helping us review and analyse Network Rail’s performance and expenditure. That means you’ll have a high-profile position. One of your main challenges will be to provide the regulatory finance input for PR18 – the next review of Network Rail’s outputs, income and expenditure. Another will be to hold Network Rail to account for its current performance and to assess how efficiently it is delivering its outputs.
About you
Highly analytical with strong quantitative skills, you’re used to working well under pressure, managing the delivery of high quality economic and financial analysis and complex projects to agreed deadlines. You’re also a confident, articulate leader, who can manage an external-facing team, explain technical ideas simply and represent ORR at senior levels. If you have an honours degree in an area such as economics or finance and/or a professional qualification in an area like accounting too, you could have what it takes to make a real difference to Britain’s railways. This role comes with the opportunity to broaden your expertise through a range of on-the-job training, and development opportunities.
Please note that all disabled candidates who meet the essential criteria for the job (as set out above) will be invited to interview. Please emailhr.recruitment@orr.gsi.gov.uk if you consider yourself disabled and please do not hesitate to let us know if you will require any adjustments to be made for your interview.
