Capacity Building Officer – The Cash Learning Partnership (Oxfam GB)

Capacity Building Officer – The Cash Learning Partnership
£20,018 - £26,837 net (per annum)
Home-based but with extensive international travel

There’s a growing recognition in the humanitarian sector that cash and voucher transfers can be an effective way to support populations affected by disasters. The Cash Learning Partnership (CaLP) is an interagency partnership that aims to improve the quality of cash and voucher transfer programming. And in this key role, you’ll be right at the heart of it.

The role
In simple terms, we want you to consider to the technical aspects of how Oxfam and our CaLP partners distribute funds in emergency situations. Then contribute to build the capacity of humanitarian practitioners to roll out cash and voucher programmes whenever and wherever they’re needed most. Early on, you’ll spend three to four months working in-country, delivering CaLP training at a local level. From there, you’ll switch your focus to our regional teams with a view to those people cascading what you teach them down through the organisation. But your responsibilities won’t stop at training others. You’ll also be the voice of the CaLP, representing the programme during meetings, discussions and forums with Oxfam colleagues, partner organisations, donors, governments and other key stakeholders.

What we’re looking for
A humanitarian background is essential, so the chances are you will have experience working for an NGO. More specifically, you’ll need experience in the field-based work and the challenges we face and the opportunities that are open to us when it comes to cash and voucher transfer programming. From a practical standpoint, being fluent in either French or Spanish (and ideally both) would be an advantage. If you’ve spent time working in a training role, so much the better. But more important will be your knowledge of cash transfer programming in humanitarian emergencies, and your ability to share that knowledge with others. The nature of the role means that you must also be prepared for extensive international travel.
