Chief of Party, Early Literacy and Numeracy Initiative, Rwanda

We are currently seeking a senior-level Chief of Party for a five-year $22M USAID-funded project who will be responsible for the overall management of the program and will provide strategic and operational leadership to develop and implement a successful program. The program objectives will include: improved quality of teaching; improved availability and use of teaching and learning materials; support for English; strengthened Ministry of Education capacity to implement activities to improve the quality of education; and improved equity in education. Under a mixed management model, the COP will work within the Ministry to develop and put into effect systems and activities that program sustained achievement in literacy and learning. S/he will ensure that program activities inform and support overall Ministry efforts to improve teacher motivation and professional development. S/he will also address gender and geographic considerations in education programming to promote equity and equality and improved education service delivery in decentralized systems.

Qualified candidates should possess the following:

* PhD in Education, international development, or related field
* Minimum of 15+ years experience managing overseas, multi-partner development programs, especially USAID funded projects
* Experience in managing complex, large country level programs for an international NGO
* Demonstrated skills in strategic and program planning in developing systems to support teacher development and motivation
* Demonstrated skills in leadership and supervision
* Familiarity with USAID regulations and policies
* Extensive experience working in Africa preferred
* Proven experience building capacity of local NGOs and government bodies
* Proven ability in promoting and collaborating closely with multi-level stakeholders
* Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations
* Excellent oral and written communication skills
