The Center continues to observe post-referendum dynamics in Sudan, including monitoring the popular consultations in Blue Nile and South Kordofan, the elections in South Kordofan and long-term observation throughout the country in the lead up to the conclusion of the
Comprehensive Peace Agreement in July 2011. We are seeking a highly-qualified candidate to serve as Security and Logistics Officer in Juba, Sudan. The Security and Logistics Officer is primarily responsible with assisting the Field Office Director (FOD) to implement and evaluate the security aspects of the Center’s international observation mission, and oversee the security and movements of long-term observers and staff deployed in Southern Sudan. S/he will also help to manage logistics and operations of the Carter Center’s activities in Juba. The Security Officer will report directly to the DFOD on operational and logistics matters, as well as reporting to the FOD on security and overall work performance.

Applicants should have a minimum of 7-10 years of experience working in the security or related fields, including operations management, preferably with previous experience working on an election observation mission or similar organization with field staff in remote locations. The position requires relocation to Sudan beginning in March 2011. This independent contract position is initially assigned for six months, with the possibility of further extension. Salary is commensurate with experience.

Arabic language skills and/or prior work experience in Southern Sudan is highly desirable. Leadership skills, cross-cultural understanding, and a background dealing with sensitive political situations are encouraged. Strong writing/communication skills and competence with technology required.

Summary:
· Oversee and implement security protocols for field staff and observers, with a focus on areas in Southern Sudan. Gather and analyze security-related information from all relevant sources, and stay updated of security situation in Southern Sudan, managing
observer security and movements on a daily basis. Visit observer sites in Southern Sudan as necessary to assess and provide security and logistics advice to observers.
· Provide input into the design of operations and deployment plan for field staff and observers. Oversee procedures relating to staff travel and security, requests for transportation, communications, travel permits, etc. Train and supervise security-related field office staff.
· Liaise with key government officials and international organizations regarding the security environment. Contribute to daily, weekly, and monthly project reporting on security, logistics, and operations as relates to the Juba office and Southern Sudan.
· Provide mechanical and operational support on an as needed basis to ensure generators and vehicles are kept in good functioning condition.
