Deputy Chief of Party, Dominican Republic

Position Summary:
In anticipation of a cross-sectoral youth project in the Dominican Republic, MSI is currently receiving applications from qualified individuals for Deputy Chief of Party (DCOP). The Deputy Chief of Party will work closely with the Chief of Party to manage the day-to-day operations of the project. He/She will substitute for the COP as needed. The DCOP will supervise the project and administrative staff as well as ensure quality and consistency among other key project elements.

Responsibilities:
· Lead internal / external processes that yield technical work plans (annual and quarterly);
· Maintain responsibility for day to day project implementation, including management of grants, sub-contracts and short term consultants, and oversight of monitoring, evaluation, and reporting;
· Implement and oversee mechanisms to ensure executive oversight, capacity building, and citizen monitoring;
· Assist Chief of Party in ensuring that performance goals and indicators are achieved.

Qualifications:
· Bachelor’s degree in a relevant discipline such as Youth Development, International Development, Business Administration, Education (adult or secondary), Public Health, or Community Development required; Master’s degree preferred;
· Substantial technical expertise with youth-at-risk programs – particularly in the Dominican Republic (or the Spanish speaking Caribbean);
· Demonstrated management, leadership skills, and reporting on USAID-funded programs;
· Experience with the management of USAID projects, especially those dealing with at-risk youth;
· Experience supervising staff;
· Experience managing the grant-making function of donor-funded programs;
· Strong knowledge of USAID regulations and reporting requirements.
· Excellent written and spoken Spanish and English skills.
