Chief of Party, Dominican Republic

Position Summary:
In anticipation of a cross-sectoral youth project in the Dominican Republic, MSI is currently receiving applications from qualified individuals for Chief of Party (COP). The COP will provide the vision and overall leadership to the in-country project team. Likewise, she/he will be responsible for overseeing all technical, administrative, and programmatic elements of the cross-sectoral youth project. The COP will also serve as the primary point of contact to USAID/Dominican Republic as well as public, private, and non-government counterparts.

Responsibilities:
· Providing vision and overall leadership to the team;
· Managing the Contractor's technical assistance and program administration;
· Implementing activities in accordance with applicable laws and regulations;
· Preparing and submitting technical and financial reports as requested by USAID/Dominican Republic;
· Oversee all technical, administrative, and programmatic components of the project;
· Supervise staff members;
· Ensure that all targets are achieved and contract deadlines met;
· Develop and maintain critical relationships and partnerships with stakeholders including government officials, non-governmental organizations, and members of the private sector;
· Design and implement detailed strategies and work plans, and monitoring and evaluation systems.

Qualifications:
· Bachelor’s degree in a relevant discipline such as Youth Development, International Development, Business Administration, Education (adult or secondary), Public Health, or Community Development required; Master’s degree or PhD preferred;
· A minimum of 7 years experience in a progressively responsible position with at least 3 years experience as Chief of Party for a medium to large USAID project (above $6 Million) or 4 years experience as a Deputy Chief of Party for a large project (over $7 Million);
· Experience working with at-risk youth and proven experience in planning, implementing, and managing across diverse sectors required;
· Demonstrated experience working with senior government officials and the private sector to support program objectives;
· Excellent written and spoken English (Level V) and Spanish skills (Level IV);
· Previous experience working in Latin America desired; ability to travel through the region as required;
· Strong knowledge of USAID regulations and reporting requirements.
