PREPARATION OF DRAFT GUIDELINES FOR ENVIRONMENTAL IMPACT
ASSESSMENTS AND STRATEGIC ENVIRONMENTAL ASSESSMENTS IN MARINE AND
COASTAL AREAS
Background
In its tenth meeting, the Conference of Parties requested the Executive Secretary to
facilitate the development of voluntary guidelines for the consideration of biodiversity in
environmental impact assessments (EIAs) and strategic environmental assessments (SEAs) in
marine and coastal areas using the guidance in annexes II, III and IV to the Manila workshop
report (UNEP/CBD/SBSTTA/14/INF/5), provide for technical peer review of those guidelines,
and submit them for consideration to a future meeting of the Subsidiary Body on Scientific,
Technical and Technological Advice (SBSTTA) prior to the eleventh meeting of the Conference
of the Parties, recognizing that these guidelines would be most useful for activities that are
currently unregulated with no process of assessing impacts.
In this regard, a team of consultants is to be hired by the SCBD, under the supervision of the
Principal Officer of the division of Scientific, Technical and Technological Matters (STTM), to prepare
draft voluntary guidelines for the consideration of biodiversity in environmental impact assessments
(EIAs) and strategic environmental assessments (SEAs) in marine and coastal areas using the guidance in
annexes II, III and IV to the Manila workshop report (UNEP/CBD/SBSTTA/14/INF/5).
Specific work to be carried out:
1. The consultants shall prepare draft voluntary guidelines for the consideration of biodiversity
in environmental impact assessments (EIAs) and strategic environmental assessments (SEAs)
in marine and coastal areas using the guidance in annexes II, III and IV to the Manila
workshop report (UNEP/CBD/SBSTTA/14/INF/5).
2. In preparing the above-mentioned document, the consultant shall address all the guidance,
suggestions and concerns raised in the annexes II, III and IV to the Manila workshop report
(UNEP/CBD/SBSTTA/14/INF/5), and closely collaborate with the Secretariat in collecting,
compiling, and analysing and synthesizing relevant information as well as structuring the
format of the draft guidelines. The Secretariat will facilitate necessary collaboration with
relevant organizations.

3. The consultant is expected to commence work immediately upon signing of the contract and
to prepare the following products:
a. An extended outline including key sources of information, for submission to SCBD within 2
weeks of signing of the contract;
b. A first full draft of the guidelines for EIAs and SEAs in marine and coastal areas for
submission to SCBD by 20 May 2011;
c. Presentation of draft guidelines at the side event of the meeting of UNGA Ad Hoc Openended
Informal Working Group to study issues relating to the conservation and sustainable
use of marine biological diversity beyond areas of national jurisdiction (31 May - 3 June,
2011); and
d. A revised full draft of the guidelines for EIAs and SEAs in marine and coastal areas for
submission to SCBD by 31 July 2011, taking into account peer-review comments from CBD
Parties and relevant organizations.
Qualifications of the consultant:
The primary consultant should hold an advanced university degree in international law or have relevant,
proven practical experience in marine biodiversity conservation, the law of the sea, and environmental
impact assessment.
Duration:
The whole period of consultancy is 5 months.
Remuneration:
The remuneration for this contract is US$ 50,000, with the details of cost estimation as indicated in table
1, to be paid in three installments: 30% (US$ 15,000) upon delivery and approval of the extended outline
of draft guidelines for EIAs and SEAs in marine and coastal areas, 50% (US$ 25,000) after the
submission and approval of the first full draft of the guidelines for EIAs and SEAs in marine and coastal
areas, and 20% (US$ 10,000) upon satisfactory completion of the consultancy. The total payment of US$
50,000 is deemed to include all costs incurred in undertaking all the tasks outlined above.
