TERMS OF REFERENCE FOR TEMPORARY APPOINTMENT

PURPOSE*

Under the direction of the Deputy Representative, the holder of the position will provide technical and project support for the planning, implementation, monitoring and evaluation of the emergency programme and in particular oversee the implementation of programme activities at the field level as well as assist in strengthening of partner agencies in areas of emergency preparedness and response across all UNICEF’s sectors of intervention (WASH, Education, Nutrition, Health and Child Protection).

MAIN DUTIES AND RESPONSIBILITIES*

• Undertake and assist with assessment of local conditions resulting from the emergency situation affecting children and mothers in the country. Determine priorities for intervention. In collaboration with Sections, provide input for Emergency Management Team, sectoral project proposals, Sitreps and other related documentation - as requested – on emergency interventions.
• In close collaboration with programme sections, prepare plans of action and work plans for project implementation. Manage implementation of UNICEF-supported activities with UNICEF team and through government and civil partners. Undertake field visits to emergency project areas, to assess local conditions and monitor project progress. Make decisions on project administration.
• Establish contact with community groups, other partners and allies to keep abreast of emergency situations. Collect information; identify problems and constraints in order to ensure effective project delivery. Provide training and/or briefing, as required.
• Ensure the timely delivery of assistance and supplies; monitor the appropriate and effective use of UNICEF resources/inputs, including end-use of supplies. Certify the disbursement of funds; monitor expenditures and submit financial status reports. Maintain rigorous oversight of UNICEF funds disbursed in the field.
• Prepare project progress reports for the decision-making process and information purposes for UNICEF management, donors, partners and allies.
• Participate in discussions with government/local authorities, UN agencies, civil society partners and allies, to advocate and/or assist counterparts in the formulation, implementation and evaluation of emergency assistance and coordination.

MINIMUM QUALIFICATION*

Advanced university degree in Health, Nutrition, Social Sciences, or other related technical field

Experience: Minimum of five years of progressively responsible professional work experience at the national and international levels in development, particularly in programme formulation, planning, management and evaluation. Previous experience in complex emergency response in unstable settings is desirable.

Languages: Fluency in English. Knowledge of the local working language of the duty station is an asset.

Computer Skills: Computer literacy; including knowledge of spreadsheet, word processing using internet, etc.

CONDITIONS OF WORK

The position is based in Hodeida with frequent travel to Harad emergency office and occasional travel within Yemen
