Background Information

The United Nations Population Fund – (UNFPA) is committed to implementing the UN Reforms which, among others, include the “Delivering as One” initiative. This initiative is intended to enable the UN system respond more effectively to respective national development priorities aimed at reducing poverty and enhancing the general standards and qualities of life of the people.

Organizational Setting

The UN Reform Specialist will be under the overall guidance and direct supervision of the UNFPA Representative and, where appropriate, working in tandem with the Programme Specialist.

Main Tasks & Responsibilties

• assist the UNFPA Country Office to build strategic partnerships in ensuring visible integration of the ICPD agenda within the United Nations Development Assistance Frameworks (UNDAF) and the “Delivering as One” initiatives,
• in consultation with the UN system, governments, multilateral and bilateral partners including civil society organizations, ensure UNFPA effective representation, and provide strategic and high quality guidance in developing, implementing, and monitoring of interventions under the “Delivering as One”,
• enhance UNFPA leadership in joint initiatives of data collection and result-based management, including mainstreaming gender, Culture and human rights-based approach in the Delivering as One,
• provide technical guidance in strategic planning, and ensure proper reflection of result-based management in the ‘Delivering as One, programme design, implementation, monitoring and evaluation, including adequate documentation of lessons learned and best practices, development of learning tools, and utilization of results,
• provide strategic and technical guidance to the UNFPA Country Office, and strengthen its effective participation in UN Theme groups and Working groups, including in areas of gender, reproductive health, and HIV/AIDS,
• Ensure that UNFPA’s country team effectively leads or co-leads HIV prevention priority areas according to the UNAIDS Division of labor;
• enhance the country office participation in various coordination meetings and working groups involving government, and development partners, and ensure integration of UNFPA interests in the New Aid Environment modalities,
• Contribute effectively to scanning the environment in order to facilitate strategic planning and related advocacy work, consolidate ongoing joint resource mobilization efforts for the One UN Programme, and participate in strategic meetings ensuring that UNFPA is well positioned within the New Aid Environment, in order to leverage resources to support implementation of the Country Programme;
• provide guidance and support to relevant government authorities and implementing partners on programmatic issues in the areas of Population and Development, Reproductive Health and Gender;
• ensure increased UN and national ownership of the ICPD agenda and the World Summit Outcomes, through strong participation and, where appropriate, leadership, in UN Joint Programmes,
• ensure effective use and strengthening of consultation and policy dialogue with government, UN and other development partners for the design and implementation of joint strategies, policies and programmes aimed at reaching the ICPD and MDG related goals as reflected in the national development strategies and programmes,
• ensure UNFPA participation in government-led partnerships and policy dialogue, and increased use of government systems, in the context of implementing the Paris Declaration on Aid Effectiveness,
• Provide advice to UNFPA Country Office on ensuring synchronization, alignment and complementarity between UN Reform and the New Aid Environment,
• contribute to developing the capacity of UNFPA and other UN staff members on UN Reforms and joint programming processes, results-based management, gender, human rights and culture,
• enhance government capacity to effectively and efficiently promote ICPD and World Summit related issues, including the implementation of international agreements, national strategies and policies,
• Perform any other duty as requested by the Representative.

Qualifications and Experience

• Advanced degree in international relations, policy analysis, social science, strategic planning, international economics or public health.
• This post requires the incumbent working closely with theme groups on HPN and HIV, therefore, a medical doctor background is an asset.
• Seven years of professional experience, including field experience and increasing responsibility in the area of international development preferably public health
• Network within the academic and development community
• Experience in conducting and assessing operational research
• Experience with UNFPA or the United Nations System would be an advantage
• Fluency in English and working level of French.

Compensation and Benefits

This position offers an attractive remuneration package commensurate with the level of the post. The package includes a competitive net salary plus cost of living adjustment, housing allowance, home leave, health insurance and other benefits.
