Expert in Preperation of Economic & Private Sector Development

In order to meet the challenges of development in Kuwait, joint action by civil society, governments, private sector and other actors is necessary, indeed essential. The United Nations Development programme has increasingly institutionalised mechanisms for consultation, negotiation and collaboration with civil society and private sector, in addition to its traditional collaboration with the Government. In the Government of Kuwait’s development plan, the country is intended to become a commercial and financial hub led by the private sector (Vision 2035). To achieve this vision, the private sector must overcome certain challenges. UNDP Kuwait has been working with UNDP Headquarters to build strategic partnerships in Kuwait to facilitate achieving this mission. UNDP Kuwait has identified two potential areas of UNDP’s involvement: Private Sector Development (Legislation, Encourage innovation and busines development, etc) and Private Sector Engagement (Business Partnerships based on corporate social responsibility).

Duties and Responsibilities

  • To build on the revised Country Programme Action Plan’s outcomes and conduct in-depth analyses on the business environment in Kuwait and hindrances to private sector growth.
  • To identify the obstacles to private sector growth.
  • To identify past and current attempts for solutions to develop and strengthen the private sector.
  • To research best practices in private sector growth, development, and stimulation.
  • To develop 3 project documents using UNDP templates:
    To develop a project document for the CPAP outcome 3.1 Improved business environment for more effective Public-Private sector Partnerships (PPP).
    To develop a project document for the CPAP outcome 3.2 SME energized through stimulating mechanisms
    To develop a project document for the CPAP outcome 3.3 Economic Growth Model enhanced by including sustainable environment dimensions.
  • To identify and meet with key stakeholders, potential implementing partners, beneficiaries, and experts in the fields. This would include, but is not limited to Ministry of Trade and Commerce, Chamber of Commerce, Ministry of Finance, Public Authority for Industry, Supreme Council for Planning and Development, Kuwait Investment Authority, Kuwait Economic Society, Kuwait Bank Association, and Kuwait Fund for Economic Development.

Expected Outputs

At the end of the task, the expert is expected to provide:

  • Report on Private Sector Obstacles in Kuwait
  • First Project Document completed after 4 weeks of signing the contract
  • Second Project Document completed after 6 weeks of signing the contract
  • Third Project Document completed after 8 weeks of signing the contract
  • Final draft of all documents after 9 weeks of signing the contract
  • Summary report of all meetings with stakeholders
  • Presentation to UNDP about projects.

Technical Competencies:

  • Strong leadership and task management competencies
  • Strong analytical skills
  • Good communication and writing skills in English

Personal Competencies:

  • Demostrates integrity by modeling the UN’s values and ethical standards
  • Positive, constructive attitude to work
  • Ability to act professionally and felxibiliy to engage with govenrment officials, private sector and communities.

Required Skills and Experience

Education:

  • Advanced degree in Economics, or related field.

Experience:

  • Extensive experience in strategic planning, and project and programme formulation and management.
  • Knowledge of UNDP and development context of Kuwait and the Gulf Region.
  • Experience in addressing MDGs and cross-cutting issues like Gender and Human Rights.

Language:

  • Fluency in English.
  • Fluency in Arabic preferable, but not required
