The EFTA Surveillance Authority monitors compliance by Iceland, Liechtenstein and Norway and undertakings operating in those territories with the law of the European Economic Area, enabling those countries to participate in the European internal market. In monitoring and enforcing the EEA Agreement, the Authority has powers that correspond to those of the European Commission. The Authority is based in Brussels and operates independently of the EFTA States. The Authority is led by a College which consists of three members appointed by the EEA EFTA States.

Role description:

The Authority is recruiting several experts in the field of EEA competition and state aid law to be recruited over the next months. The Authority published this vacancy the 1st time in March 2012. The Authority is seeking further applications for these vacancies. Candidates who have already submitted an application need not reapply as their application will be considered automatically. The successful candidates will be assigned responsibility for assessing state aid and competition cases. Tasks include examination of complaints and notifications, drafting of decisions, and economic or legal opinions on the effects of state aid and/or anti-competitive market behaviour. Experienced candidates may be considered for a position as Senior officer.

Essential Skills:

  • University degree in law, economics, or equivalent;
  • Knowledge of the legal framework of the European Union and the European Economic Area;
  • Expert knowledge in EEA/EU state aid and/or competition law;
  • Minimum 3-5 years relevant professional experience within private and/or public sector;
  • Excellent command of English (oral and written);
  • Computer literacy;
  • Ability to work both independently and in a team in an international environment.

Desirable:

  • Knowledge about the legal system, institutions and government of the EEA EFTA States;
  • Good understanding of Norwegian, Icelandic, or German (EFTA languages).

Performance Indicators:

The performance indicators for these positions include subject matter know ledge, analytical skills and problem solving, quality and result orientation, compliance with internal rules, processes and instructions, autonomy, motivation to work and initiative and personal efficiency.

Conditions:

The officer position is placed at grade A4 of the salary scale, starting at € 83.386,68 per year. Appointments are normally made at Step 1 of a grade. A higher step can be considered on the basis of the candidate's qualifications and experience. Depending on, inter alia, the candidate’s family status, allowances and benefits may apply. Favourable tax conditions apply. While the Authority endeavours to recruit nationals of one of the three EFTA States party to the EEA Agree ment, it will also consider other applications, primarily those of natio nals of the other States that are party to the EEA Agreement.

Fxed-term contract of three years.
