1. The Government of Kenya has received a credit from the International Development Association (IDA) toward a cost of Kenya: Water and Sanitation Service Improvement Project Additional Financing and it intends to apply part of the proceeds for Consultancy Services.
2. The consulting services (“the Services”) involve preparation of a comprehensive and integrated drought mitigation plan which will include a spatial plan of (alternative) sources to be used under drought conditions that will include: -
(a) Strategies to improve the institutional capacity of the water services board for drought preparedness and to respond to drought situations;
(b) Proposal on measures to be implemented for drought mitigation including drilling of boreholes, rainwater harvesting, runoff collection, improved management of boreholes, exploration of additional water sources for
development.

The identified activities will be prioritized for implementation as a part of a drought-mitigation plan;
(c) Recommend a suitable drought index for ease of prioritisation of drought intervention;
(d) Prepare pre-feasibility studies for proposed intervention and map the areas on a GIS framework;
(e) Undertake hydrogeological studies for proposed borehole water sources, and
(f) Develop spatial data and integrate in GIS software.
The duration of the services is expected to be twelve (12) months.
3. The Lake Victoria North Water Services Board, a parastatal under the Ministry of Water and Irrigation, now invites consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short-listing criteria are:
(a) Experience in similar assignments i.e. Drought mitigation studies including water resource studies, conceptual and detailed designs, tender documentation and works supervision of water projects;
(b) Experience in similar conditions i.e East Africa; and,
(c) Availability of appropriate skills amongst staff
4. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
