Background / General description:
Note: This is a re-advertisement and applicants who already applied will be considered and do not need to re-apply. IFC’s Public-Private Partnership Transaction Advisory Dept (C3P) provides advisory assistance to governments to structure and implement PPP transactions, principally for public services. Within C3P, the health PPP advisory practice has grown significantly, with 17 completed transactions, and 13 active transactions now under preparation, covering a wide range of health care infrastructure and services. The C3P health PPP advisory projects are prepared/implemented by C3P investment officers (mostly located in IFC field offices) who either work full-time on health PPP transactions, or work on infrastructure and health transactions. The staff are supported by four health STCs who work globally. And each transaction is supported by technical health consultants and transaction lawyers hired specifically for each transaction.
Duties and Accountabilities:
The PPP Transaction Advisory Dept is recruiting a Head for the Global Health PPP Advisory part of C3P. All support for regional business development/ongoing transactions will be undertaken in close coordination with the PPP Regional Business Line Managers, who have the final say on decisions in their respective regions. The main tasks of the Head will be to: 1) Lead the health PPP advisory team in developing new advisory services in the health PPP/contracting area. 2) Field visits to assist with marketing C3P advisory services and with initial project identification/selection. 3) Provide guidance to staff on project identification, structuring and implementation, to enhance the “reach” / impact on the poor of the project, as well as its fiscal and financial sustainability 4) Provide direct advisory support to teams /clients to help solve problems in projects 5) Provide management with regular updates on the portfolio of active and pipeline health PPP mandates 6) Overall management of C3P’s global health STCs to ensure they are fully and best utilized globally to meet client / C3P needs 7) Key liaison person for C3P’s health PPP business with the donor community and other parts of the WBG 8) Promote, and provide leadership for, KM and learning initiatives and products by staff 9) Represent IFC/C3P at seminars, conferences and related events
Selection Criteria:
 Master’s degree in business administration, health management, or related discipline  At least 10 years relevant experience in PPPs, concessions, BOTs, involving private provision of public services  At least 5 years relevant experience in health systems, health PPPs and/or contracting with private providers, and/or private health investments  Considerable experience in making presentations to high-level government ministers/officials and investors.  Good ‘business sense’ in quickly sizing up the viability/’reach’ of potential projects  Proven success in developing/managing client relationships  Proven success in developing/managing donor relationships  Proven success in identifying, developing and implementing projects in health and/or infrastructure  Willingness to travel frequently for project identification/development, client relationship and project management, donor meetings, and conferences/seminars  Good communications and presentational skills
