The Knowledge and Program Management Department of Oxfam Novib is looking for a:

Knowledge and Programme Advisor

Based in The Hague, The Netherlands
for the duration of 2 years for 36 hours a week
(Starting date: ASAP)


In this position you will be responsible for supporting the development and justification of funding proposals to institutional donors from our program perspectives in order to improve the content and strategic quality of proposals.

Oxfam Novib is implementing 5 rights based programmes (sustainable livelihoods, essential services, right to life and security, social and political participation and gender & diversity) in 27 countries and at regional, continental and global level. One advisor will be mainly involved with proposals related to the struggle for land, water and food, fair markets and financial systems (livelihoods) and life and security (conflict transformation, disaster risk reduction). Main tasks

  • Supports the development of funding proposals and/or reporting to institutional donors e.g. European Commission, UN, bilateral and foundations) in close collaboration and/or on request of key stakeholders (Country Offices and Programme Managers);
  • Ensures quality of application;
  • Ensures the integration of overall programme objectives ways of working and latest insights and our programmatic approach in funding proposals;
  • Supports and takes initiatives in the field of innovative projects.

You have

  • completed an academic degree and at least 5 years work experience in a similar position;
  • excellent writing skills in English and preferably also French;
  • experience in proposal writing for different donors and a good understanding of donor’s needs and formats;
  • experience with planning, monitoring and/or evaluation;
  • a good understanding and preferably solid experience in one of the above mentioned combination of program content areas;
  • a good understanding of a programmatic way of working;
  • strong analytical skills, you are result oriented and are a team player;
  • excellent (intercultural) communication skills;
  • excellent skills to network both internal and external.

We offer
This position is not classified yet. Till the position is classified definitely, scale 9 is the provisional scale. The gross salary will be € 2.607,- to € 4.011,- on the basis of 36 hours per week.
