JOB CONTEXT:
Currently, HI Sri Lanka Programme covers Western (Colombo), Central (Kandy), Northern (Vavuniya, Mannar, Mullaitivu and Kilinochchi) and Eastern (Batticaloa and Trincomalee) provinces of Sri Lanka. Colombo is the head office of HI – Sri Lanka programme and includes the national programme team. The national programme team includes the centralized administrative, finance and logistic department as well as the technical unit covering the whole country. Colombo is also in charge of maintaining relations with the Government, I/NGOs and donors. In western part of the country, HI is implementing a Rehabilitation project at the National Children Hospital in Colombo. The Northern Base of HI Sri Lanka programme is Vavuniya and at the moment HI is implementing a physical rehabilitation project to respond to the needs of people with disabilities in Kilinochchi and Mullaitivu districts. Also in North, HI is implementing an Inclusive Sports project. The Eastern Base of HI Sri Lanka programme is Batticaloa and it covers the whole of the Eastern area of Sri Lanka. Currently in East HI is implementing a Physical Rehabilitation Project at the Batticaloa Teaching hospital. Covering 4 districts in North and East, HI is also implementing a consortium project titled ‘Socio-economic empowerment of Conflict-affected communities in collaboration with 2 INGOs ( ACTED and Deutsche Welthungerhilfe) and local NGO; Sewalanka Foundation. HI main role is to guarantee the mainstreaming of disability in all activities. The overall programme priorities are defined by a five-year Program Strategy (2012 to 2016) recently validated by the HQ. The main partners are the Ministry of Health, Ministry of Social Service, and National / International disability and development organisations. Handicap International has excellent functional relationship with all partners in Sri Lanka. Handicap International is highly respected in Sri Lanka for its work in the field of disability.

JOB DESCRIPTION:
Challenges and goals: The Rehabilitation Project Coordinator position is a new position created to cope with the increasing importance of rehabilitation activities in Sri Lanka, and the related need for increased monitoring and grant management. She/He will work under the line management of HI Sri Lanka Programme Manager and will have functional links with the Technical Unit and Support Services. S/He will be responsible for overseeing all rehabilitation projects implemented in Sri Lanka and will line manage 2 project managers. The position is based in Colombo but will oversee projects in Batticaloa, Kandy, Kilinochchi and Mullaitivu districts. This set-up implies difficulties linked with distance management and the necessity for a lot of field visit (estimated at 50% of the time). The Rehabilitation Project Coordinator will be responsible for overall management of the projects and team towards the objectives, expected results and impact, contractual obligations and specific constraints of two rehabilitation projects: A USAID and ECHO funded project titled ‘Strengthening of Physical Rehabilitation Services for Children and Adults with Disability/Injury in Sri Lanka’.

Activities:
The key responsibilities of the post are,
• Ensure overall management of the project and team towards the objectives, expected results and impact, contractual obligations and specific constraints; providing in the same time technical framework, inputs and monitoring to ensure the project’s quality standards within established approaches and systems.
• Ensure optimum capacity building of project partners in view of the initial and continuous main objectives for delivery of quality services, ensuring accessibility to these services for isolated populations, as well as optimal sustainability of the centres, their services and capacities.
• Organise and ensure proper implementation of the actions, contracts and components to complement and further valorise the current project, its investments, capacities, assets developed and additional objectives
• Ensure effective and long term synergies and partnerships with national and local government authorities to secure the sustainability of the rehabilitation centres in particular and of the rehabilitation sector in general.
• Ensure timely donor reporting as per the donor contract.

CANDIDATE PROFILE:
Mandatory:
• Degree in Social Science, Development Studies, International Relations or any other relevant field
• 3/5 years project management and coordination capacities/experience in the implementation of development projects;
• Advanced understanding and interest for the strategies, approaches and challenges related to the sustainability in the physical rehabilitation;
• Professional experience in the field of physical rehabilitation / mainstreaming disability / Public Health / International Disability and Development; Complementary:
• Working experience in South Asia is an asset;
• Experience of USAID grants management is an asset;

REQUIRED LANGUAGE SKILLS:
Fully proficient in English (written and spoken);

JOB ENVIRONMENT:
Security situation is now very good in Sri Lanka. Life in Colombo is comfortable allowing a wide range of cultural and leisure activities. Shops and commodities are available and Colombo is close to the beach. The climate is pleasantly warm. The position will require frequent field visits to Kilinochchi and Batticaloa.

EMPLOYMENT CONDITIONS:
Salary: 2200 to 2500 € gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children Or Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
