The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union (the Union has three functional sectors: Standardization, Radiocommunication and Development) which deals mainly with development policies, strategies, programming, as well as technical cooperation activities (expert missions, training programmes, field projects, seminars, etc.).
Organization Unit:
Within the Telecommunication Development Bureau (BDT) of ITU, under the supervision of the Director, and in close collaboration with the other Departments of BDT, the Regional and Area Offices are responsible for proposing the operational policy and strategy of telecommunication development activities in their respective regions, coordinating with countries of the region to prioritize requirements, proposing inputs for the preparation of the operational plan based on these prioritized regional requirements, as well as coordinating and implementing technical cooperation activities in their respective regions, be they in the framework of projects, regional initiatives, or follow-up of World Telecommunication Development Conferences.
Duties / Responsibilities
Under the overall authority of the Regional Director and/or Head of the Area Office, or the immediate supervision of the Programme Coordinator [if applicable], the incumbent provides assistance and serves as a focal point for the Office regarding programme and project execution, following guidance provided by more senior staff, he/she:
  • Provides assistance to Programme Coordinators in the expansion and administration of programmes and projects. Supports programme and project identification, planning and implementation. Proposes corrective actions. Conducts topic and situational analysis, informing supervisor(s) of findings.
  • Contributes to the definition of programme and project requirements by evaluating existing cooperation programmes and project documents. Prepares programme and project proposal information and revises information as required.
  • Researches developments in the area of expertise of the subject matter. Conducts research on local, national and regional issues. Analyses and interprets background history and documentation of programmes and projects. Prepares, compiles and exchanges information as required for presentations, speeches, documents, reports and papers, contributing background information.
  • Conducts research to identify extrabudgetary funds and programme and project sponsors.
  • Attends meetings and participates in technical groups, when requested by Programme Coordinator or the Director/Head of Office. Follows up and organizes joint activities linked to specific programme and project areas.
  • Collaborates with the corresponding Bureau at headquarters and the corresponding Offices in the region and supports the organization's and United Nations efforts to strengthen positions with intellectual and academic institutions. Identifies and proposes cooperation opportunities on a regular basis.
  • Carries out any additional activities that may be required to ensure the success of the work team to which assigned.
  • Qualifications required
    Education:
    University degree in business administration, economics, international relations or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of a university degree in one of the fields above.
    Experience:
    At least three years of progressively responsible experience in telecommunication/ICT developments related activities. An advanced degree in a related field can be considered as a substitute for one year or working experience. A doctorate in a related field can be considered as a substitute for two years of working experience.
    Languages:
    Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)
    Competencies:
  • Experience within the telecommunication sector and good knowledge of the regulatory scenario in the Region would be an advantage.
  • Ability to establish and maintain effective work relationships with people of different national and cultural backgrounds and with all officials of public and private organizations.
  • Good communication skills, including writing skills. Ability to prepare comprehensive reports and documents with respect to key development issues.
  • Ability to express ideas clearly, concisely and persuasively, both orally and in writing, including the ability to defend and explain difficult issues.
  • Ability to work independently and in a team environment.
  • Excellent coordination skills with ability to work under pressure and handle multiple activities and projects concurrently.
  • High degree of initiative and availability.
  • Knowledge of and ability to use personal computers.
  • Remuneration
    Annual Salary: (Net of Tax)
    65,150.- USD - 83,447.- USD without dependants
    69,459.- USD - 89,479.- USD with dependants
