AusAID Papua New Guinea (PNG) is responsible for the delivery of the Australian Aid program to PNG by assisting the PNG Government to reduce poverty and achieve sustainable development. The PNG program is one of Australia’s largest aid programs, providing approximately A$491.7 million for 2012-13.
The PNG Post is led by a Head of Aid (Senior Executive Service Officer Band 2) that manages staff comprising both Australian based (A-Based) and locally engaged/overseas based (O-Based) staff. All staff in PNG work in a team based environment. AusAID employs approximately 45 A-Based and 100 O-Based employees, the majority of whom are located in Port Moresby.
Main Duties and Responsibilities include:
The PNG Education Specialist (Port Moresby) will report to the Education Program Director at PNG Post, with secondary reporting to the Minister Counsellor PNG. The role will have regular liaison with the Senior Pacific Education Specialist (based in Canberra) on a professional supervisory level. The Senior Pacific Education Specialist will guide the work program particularly on technical aspects and professional development to ensure consistency with broader Agency objectives.
The primary responsibility of the Education Specialist is to ensure a high level of aid effectiveness in the design and implementation of education programs in PNG. Particular attention will be paid to assisting AusAID staff in PNG to develop and implement programs that achieve results and meet education targets identified in the PNG-Australia Partnerships for Development. The Education Specialist will ensure that AusAID’s assistance in PNG is aligned with the new and emerging aid architecture including sector wide approaches, the achievement of the education Millennium Development Goals, strengthening national and regional education systems.
Qualification Requirements
Required:
- Minimum 10 years’ experience working in developing countries in senior level positions in education.
- Extensive experience in international education and development including working on education systems and service improvements, sector programs, and providing technical advice and liaising with governments and other donors.
- Experience in aid effectiveness including development partner coordination and use of aid instruments in education in low and middle income settings and in relation to bilateral and multilateral agencies.
- Strong communication and interpersonal skills, including demonstrated ability to engage at a senior level, build and maintain networks, provide advice and communicate effectively (both written and verbal) on sensitive issues with a culturally and professionally diverse range of stakeholders.
