Plan has been working in Rwanda since 2007, using Plan’s Child Centred Community Development Approach with a focus on rights-based work, the current programs focus on Girls Education, ECCD, Youth Empowerment, Advocacy and Child Rights. One of Plan’s global strategic priorities is to grow and diversify its sources of income. Plan Rwanda currently has 70% of its budget from grants and our ambition is to grow the annual grant portfolio to US $15 million by 2020.The Business Development Specialist is needed to support the achievement of Country targets and learning regarding the funding portfolio, while assisting the Country Office to develop a strong professional image among Plan donors so that additional grant funding is acquired to grow and support Plan’s programmes in Rwanda. This will be achieved through: - Actively seeking and maximizing opportunities for additional funding from a variety of sources;
- Strengthening the capacity of the in-country Grants and Programme Team to acquire and implement increased sustainable grant funding.
Dimensions of Role: - The target for Rwanda is US $10 million additional income growth by FY18 (estimated end of next CSP).
- Provide capacity building to the Grant and Programme teams.
- Expand donor portfolio development in Rwanda with institutional and corporate donors.
- Act as an interface between the in country Programme and Grants departments.
- Proactively work with National Organisation (NO) counterparts to identify and develop appropriate grant opportunities.
- Oversee and coordinate the development, writing and packaging of grant proposals from concept through to award.
- Exploit innovative models for growth
- This position has no budget responsibility and will manage a small number of grants team at Country Office Level.
Main responsibilities Plan Rwandahas a portfolio of suitably large long term grants and a pipeline of future funding opportunities to maintain agreed future grant expenditure targets. - A Resource Mobilisation Strategy will be finalised in line with the new Country Strategic Plan (CSP) and relevant NO business plans. The strategy will be reviewed regularly to ensure mapping between program priorities and donor opportunities, ensuring coordination with relevant National Organisation colleagues.
- Ensuring that at least 75% of grants proposals that are submitted are successful.
- Systematic development of excellent working relationship with donor representatives and NO counterparts in Rwanda.
Plan Rwanda has expanded its capacity so that it is able to further develop strategy and pursue funding opportunities successfully. - Using a SWOT analysis developed with the team, design and deliver capacity development work for individuals and teams. This will include coaching and mentoring to support staff ability in :
- Researching where potential opportunities for grants funding can be found;
- Produce and regularly update a comprehensive mapping of all donor opportunities (by sector and geography) in Rwanda;
- Packaging grant proposals to suit the requirements of different donors, including working with the Communications team to develop separate marketing collateral aimed at different audiences (NOs, Institutional donors, Corporates etc);
- Building successful, proactive relationships which align donors priorities with programme needs;
- Ensuring successful on-going donor relationship management and ‘ownership’ of relations with donor representatives locally;
- Understanding which sources and types of funding are/are not appropriate to CO needs;
- Developing strategic partnerships;
- Understanding how to effectively represent the organisation;
- Facilitating more collaborative working between the Grants Team and the Programme Teams.
- Using a SWOT analysis, develop and run systems in-house for the process of exploring, analysing and accessing funding opportunities. This might include:
- Setting up pipelines for project development;
- Developing a knowledge bank of donor requirements and systems by donor;
- Setting up a roster of suitable resources/consultants for proposal development should that capacity not exist internally;
- Agreeing a robust, transparent bid/no bid system.
- Ensuring alignment of CO systems and processes with the Regional Resource Mobilisation strategy and global reporting systems, including ensuring timely end of quarter reporting of all new grants signed and current pipeline.
- Ensuring there is regular and effective liaison with all key internal stakeholders (eg, Programme, Finance, People and Culture, and Grants Teams) to ensure there is a joined-up approach to the acquisition of grants.
- Ensuring grant submission achieves 100% of applicable full cost recovery.
- Identifying the systemic and structural issues that may impede grants growth in Rwanda and identifying and implementing mechanisms to overcome them.
- Establishing and tracking indicators for improved accountability for grants growth.
- A comprehensive tracking, evaluation, monitoring and reporting framework for external grants is developed in coordination with the program team.
- Anticipate the transition to a national organization and cultivate relationships and/or opportunities for national NGOs.

Location and Travel Based in the Rwanda Country Office with field travel whenever necessary, extensive visit to donor representatives and limited international travel to meet with donors/NOs Type of Role: Three year fixed term contract Reports to: Country Director Salary: US $40,000-$50,000 per annum Closing Date: Sunday 26th August
