CHIEF OF PARTY, PHILIPPINES

Chief of Party, Philippines

We are seeking a Chief of Party for an anticipated multiyear maternal and child health program in the Philippines. The project aims to strengthen the capacity of public and private organizations in the Philippines to deliver a comprehensive package of reproductive health and preventive maternal and child health services in Mindanao. The Chief of Party will supervise all activities and will exercise strategic leadership and primary administrative responsibility on all requirements of the program to ensure that performance objectives are met. This position is contingent on ACDI/VOCA’s award of the program.

Responsibilities:

  • Provide overall direction of all technical and administrative operations under the agreement
  • Develop or strengthen strategies that scale up Family Planning/Maternal, Newborn, Child Health, and Nutrition services in the project sites
  • Oversee the annual project planning cycle to formulate comprehensive work plans and budgets in accordance with USAID/Philippines planning cycle, and ensure that planning is done effectively with partners
  • Manage and coach project staff so that they can determine the technical assistance requirements of their local clients: develop suitable scopes of work, recruit consultants if necessary, execute technical assistance instruments, and review consultants’ work
  • Supervise the work of all key staff as well as short-term consultants
  • Ensure the timely preparation and submission of semi-annual, annual, and other reports
  • Oversee all institutional sub agreements executed under the prime agreement
  • Monitor the progress of project implementation and bring to USAID's attention any issues regarding project implementation
  • Function as the primary liaison between USAID, DOH and other collaborating agencies on all administrative and financial matters related to the project
  • Chair the inter-cooperating agencies’ regional field coordination


Qualifications


Qualifications:

  • Master’s degree in public health, nutrition, medicine (M.D.), social sciences, or a related field is required
  • Minimum of 10 years as chief of party on projects of at least $10 million and at least three years of experience managing health/nutrition programs
  • Demonstrated capacity building experience of local NGOs
  • Demonstrated expertise in USAID policies and procedures is required
  • Familiarity with the Philippines health system and local culture is required; previous program management in the Philippines is strongly preferred
  • Strong understanding of internationally accepted best practices in maternal and child health programming
  • Strong interpersonal skills with evidence of ability to productively interact with a wide range and levels of organizations (government, private sector, NGOs, and research institutions)
  • Demonstrated ability to be flexible and creative
  • Strong background in utilizing Microsoft Office products
  • Fluency in English is required
