BACKGROUND


Mangroves for the Future (MFF) is a partnership-based initiative promoting investment in coastal ecosystems for sustainable development. With a vision of a healthier, more prosperous and secure future for all coastal communities MFF provides a collaborative platform to help countries, sectors and agencies in the MFF region tackle the growing challenges to coastal sustainability.

MFF began in 2006 by engaging the countries worst-affected by the Indian Ocean tsunami: India, Indonesia, Maldives, Seychelles, Sri Lanka and Thailand. Then in 2010, MFF expanded to include Pakistan and Viet Nam.

MFF also extends support to a number of other Asian countries: Bangladesh, Cambodia, Myanmar, Timor-Leste for which poverty, vulnerability to natural disasters and climate change are major concerns. More details on MFF can be found at www.mangrovesforthefuture.org.

SALARY

The gross annual salary for this position is in the range from USD 35,167 to USD 43,958

SPECIFIC DUTIES AND RESPONSIBILITIES

KEY RESPONSIBILITIES:

1. Contract Management and Monitoring
• In collaboration with MFF Programme Managers develop contracts and agreements with national secretariats and local partners and grantees in line with IUCN financial regulation and donor requirements
• In colaboration with MFF Programme Managers monitor implementation of agreements and contracts to assure consistency with financial policies, procedures and requirements of IUCN and international donors
• In collaboration with IUCN Finance team prepare and analyse monthly, quarterly and annual financial reports to track the performance of MFF. Foresee risk factors and propose innovative and practical solutions.
• In collaboration with MFF secretariat and IUCN Finance team to lead development and maintenance of the MFF multi annual budget
• Monitor the allocation of donor restricted incomes and expenditures to ensure that donor reports are accurate;
• Advise MFFS on income allocations against IAs and third party payments against contracts

2. Auditing
• In collaboration with IUCN Finance team ensure implementation and facilitation of internal and external audits of projects in accordance with IUCN and donor guidelines
• Prepare for annual external audit; liaise with auditors to ensure the smooth running of the auditing.
• Provide support and advice to the local partners to response to auditor questions and requirements.
• Review and follow up with donors, MFF national secretariats and local partners for improvement act base on Auditor report.

3. Capacity assessment and capacity building
• Providing support to MFF national secretariats and local partners to assure that relevant project contractual commitments are met (e.g. procurement guidelines/regulations, financial reporting requirements, auditing requirements)
• Undertake capacity evaluation and where needed capacity building of partners and implementing organisations in financial management

REQUIREMENTS


• At least 5 years experience in a senior management position in an international environment.

• Current membership of an internationally recognized professional accounting and/or auditing body (ICA, CIMA, CPA Australia, AICPA etc) is preferred. Further post graduate qualification in finance or related fields will be favorably considered.

• Knowledge of all aspects of international financial management. High level of competence in donor contract management and compliance issues.

• Experience of handling a cross-cultural work force in a multi cultural, multi disciplinary setting.

• Experience and understanding of relevant NGO and donor contractual compliance issues

• Knowledge and experience with multi donor funded programmes.

• Knowledge and experience working in regional position will be favorably considered.

• Extensive work experience in Asia.

• Cultural awareness and sensitivity to gender issues.

• Excellent managerial, analytical, interpersonal, negotiating and team building skills.

• Ability to work under pressure, deal tactfully with sensitive issues.

• Fluency in written & spoken English, computer literacy and willingness to travel frequently.
