Country Director, IYF Tunisia

The International Youth Foundation (IYF) is recruiting for a Tunisian national to fill the position of Country Director and lead a team of professionals to implement IYF’s planned local capacity building and youth training activities in Tunisia. The Country Director will liaise with IYF staff in Baltimore, MD, USA, and a range of stakeholders in the Tunisia.

JOB SUMMARY

The Country Director will provide strategic guidance and leadership for IYF programs in Tunisia. This includes leading IYF’s local capacity building and youth training activities; ensuring proper oversight of IYF personnel, financial management and administration; and coordinating with other stakeholders in the region to ensure that IYF leverages effective resources in implementing the project initiatives. The Country Director will also be responsible for establishing strong local and international partnerships and dialogue with the appropriate donor representatives. The Country Director will be based in Tunis, Tunisia and be responsible for overseeing overall program implementation on a full-time basis.

JOB RESPONSIBILITIES/SPECIFIC DUTIES

Provides overall management of the program, and oversight of staff and partners responsible for design, implementation, and monitoring and evaluation.

  • Provide technical input into the design and implementation of program activities including in collaboration with donor(s), IYF/Baltimore staff, and local Tunisian partners, including young people.
  • Work with IYF Baltimore based staff on program activities through the identification of technical needs, technical consultants, best practice tools, and identification of partner organizations to assist in the assessment, implementation of program activities, and the provision of training.
  • Collaborate with IYF Baltimore based staff in the mapping of existing programs across sectors (including Ministries, NGOs, universities, and the private sector), intellectual property and partners to help leverage existing activities, maximize synergies, identify gaps in youth programming, and avoid potential duplication of program activities.
  • Oversee continuous program learning and ensure integration of M&E system data into management decision-making and policy advocacy.
  • Produce effective written reports and oral presentations on the program, including preparing periodic reports, identifying and addressing challenges facing the program, and articulating the program’s success in meeting deliverables.
  • Working closely with IYF Baltimore based staff on the development of new funding opportunities, liaising with private and public sector donors as appropriate, to support and expand IYF’s programming in Tunisia.
    Identify issues and challenges and offer solutions accordingly.

REQUIRED SKILLS & QUALIFICATIONS

  • A Master’s degree or equivalent in Workforce Development, Education or a closely related field is required.
  • Minimum of 5-7 years experience working on youth employment/entrepreneurship programming in the region. Demonstrated ability to find viable solutions to complicated problems in a flexible, time-sensitive and creative manner.
  • Experience successfully working with the public sector, the private sector, and/or civil society, community based organizations, local communities, local government and donors and in developing effective capacity building methods.
  • Solid “troubleshooting” skills and sound judgment in dealing with partners experiencing implementation challenges.
  • Experience working on public or private sector funded programs in Tunisia and/or the Middle East region.
  • Demonstrated experience in grant or contract management to produce programmatic results.
  • Ability to effectively use Microsoft Office applications, including spreadsheet (Excel) and word processing (Word) software.
  • Good command of English, Arabic and French, oral and written.
  • Demonstrated ability to meet deadlines. Experience reporting clearly and comprehensively on a complex portfolio of activities.
