Program Officer, Youth Leadership and LIfe Skills Specialist, West Bank & Gaza

SUMMARY
The Program Officer(s) will provide daily oversight for activities taking place in an anticipated USAID-funded program focusing on providing youth leadership and life skills in the West Bank through Youth Development Resource Centers (YDRCs). This includes working closely with partners to develop and implement projects that result in successful, sustainable hubs for youth to seek leadership, life skills, employability, and service learning activities at YDRCs. The Program Officer(s) will be based in IYF’s office in Ramallah (with up to 25% travel in the West Bank) and responsible for technical program implementation and monitoring on a full-time basis. Hiring for this position is contingent upon IYF securing funding from USAID for this activity and USAID’s approval of the candidate(s) for this position.

RESPONSIBILITIES/SPECIFIC DUTIES

  • Provide support to IYF’s Senior Technical Advisor and technical teams in Ramallah and IYF Headquarters working with local Palestinian organizations in designing and developing successful, sustainable hubs for youth to seek leadership, life skills, employability, and service learning activities at YDRCs.
  • Work closely with the program’s Senior Technical Advisor to assess the organizational capacity building needs of local partners to conduct successful programming in life skills, leadership, and other areas and then develop capacity building plans to support these organizations in addressing these needs.
  • Work with the program’s Senior Sub-grant Manager to finalize program proposals, budgets and operating plans for new grants to local partner organizations.
  • Support local implementing partners in conducting effective, sustainable leadership, life skills, employability, and service learning programs in YDRCs.
  • Work with IYF technical teams and local partners in identifying and securing financing for sustainable hubs for youth innovation and learning.
  • Monitor NGO sub-grant activities through regular site visits and work with the program’s Monitoring and Evaluation team to ensure sub-grant programs and capacity building support activities are meeting agreed upon targets; and support implementing partners in making programmatic adjustments to address challenges.
  • Deliver needed training and/or coaching to partner organizations to improve their capacity in the areas of life skills, leadership, communications, etc.
  • Other duties assigned by the Senior Technical Advisor or Country Director.


SUPERVISOR
This position will report directly to the Senior Technical Advisor based in Palestine.

REQUIRED EXPERIENCE & QUALIFICATIONS

  • At least a Bachelor’s Degree in Education, Business or Social Sciences related field preferred.
  • At least 3 years of experience working in international development, ideally in youth development-related programming.
  • Ability to exercise sound judgment and diplomacy in a multi-stakeholder environment.
  • Must be a self-starter who takes initiative and is able to work with minimal supervision; comfortable working with multiple actors in the public/private sector, and/or civil society.
  • Experience designing and conducting participatory training workshops.
  • Excellent written and oral communication skills.
  • Ability to travel up to 25% of the time within the West Bank.
  • Experience working on USAID-funded programs in West Bank/Gaza and/or the Middle East region preferred.
  • Computer literate in Word, Excel and PowerPoint.
  • Fluency in English and Arabic, both written and oral is essential.
