Job Description:
Operation ASHA Cambodia is seeking a highly motivated and committed Country Manager to oversee the organization as it expands. This is the senior-most position within Operation ASHA, Cambodia, with a corresponding level of responsibility. The Country Manager oversees all operational and financial aspects of the organization, with direct supervisory responsibilities over several Program Directors/ Managers. The key responsibilities include:
· Provide leadership and oversight of financial and operational aspects
· Supervise Program Manager and by extension several Program Managers, setting both short term and long term benchmarks
· Manage internal and external stakeholder relations in conjunction with Program Manager; internal stakeholders include all communications with Delhi headquarters, while external stakeholders include national-level government relationships and national and international donors
· Create a strategic plan for Cambodia for the next three years including national expansion and hiring plans as well as budget and funding requirements
· Execute against the strategic plan including securing authorization from various levels of government and establishing OpASHA treatment centers across Cambodia
· Draft detailed monthly reports on all activities and financial condition including cash flow forecasts and budget to actual performance
· Identifying areas of potential operational efficiency and overall impact improvements
· Monitor, refine and document standard operating procedures, including training, staffing, and field operations
· Assist Program Manager in hiring and managing performance of Counselors and Program Managers including professional growth and remuneration changes
· Management of a subsidiary/ sister company through which other products will be pushed into the already established distribution network
Qualifications and Requirements:
· Minimum of 5 years in senior management level, preferably in healthcare industry
· Non-profit experience a preferred, not required
· Candidate must have demonstrated strong project and people management skills in the past
· Understanding of budgeting, forecasting and management of finances required
· Must be comfortable in dealing with high-ranking government officials and donors; external and internal stakeholder management skills essential
· Strong grasp of English; candidates who speak Khmer will be preferred
· Commitment of 3 years preferred
· Must provide two independent references that would be willing to comment on candidate’s behalf
Candidates should be highly responsible, self-directed individuals either from a developing country of with substantial experience in a developing country.

Commensurate with qualifications and experience within the limits mentioned above
Location
Phnom Penh, Cambodia. Some travel will be required.
