Job Summary
Tingim Laip Phase 2 (TL2) is Papua New Guinea’s largest community-based HIV prevention and care project with the aim of facilitating delivery of effective prevention and care interventions at locations where there is a convergence of risk and vulnerability through community centred and interpersonal approaches. The goal of TL2 is to contribute to the reduction of HIV prevalence in key affected populations (KAPs), to improve care and support for those infected and minimise the social and economic impact of the epidemic on individuals, families and communities.

The Development Practitioner (DP) Deputy Project Manager – Finance and Administration will provide overall coordination of the administrative, logistical (including security and IT), financial management, procurement, and human resource management functions necessary for the implementation of the TL2 project. The DP Deputy Program Manager will ensure coordination of all operational support activities.

Key Responsibilities
?The Deputy Program Manager under the guidance of the Project Manager will be responsible for providing effective and efficient operational support to TL2 in terms of administration and logistics, financial management, procurement and human resource management. The Deputy Project Manager will:

Administration and Logistics:
Support program offices and manage the administrative and logistical support team;
Ensure the provision of high quality administrative support and secretariat services to National Steering Committee meetings, TL2 team and management meetings, and other program related meetings;
Ensure that the provision of all transport, accommodation, security and logistical support to Project personnel is in accordance with TL2 procedures;
Finalise all reporting to the Project Manager on administration and logistics, financial management, procurement, and human resource management, ensuring that draft reports are in accordance with professional standards and other requirements prescribed by AusAID.
Financial Management:
Manage the Finance Manager, and develop, manage and monitor budgets;
Ensure that TL2’s operational activities are undertaken in a cost-effective manner, making best use of program resources
Work with finance and procurement teams (national and remote offices) to mitigate programmatic risks (including fraud);
Manage the program operations and grants accounts payments and acquittals;
Maintain accurate financial records (MYOB);
Provide advice to the Project Manager on financial management issues and provide other financial management support functions as required;
Ensure that activity financial management, including budget management, estimates of expenditure, acquittal and invoicing processes are timely, accurate and of high standard;
Establish, manage and monitor, with the Project Manager, TL2’s financial management systems including the grant mechanisms and individual site mechanisms for approved activities;
Work with Grants Coordinator, to prepare capacity development strategies to support sites in planning, managing, and monitoring their activities according the approved project plan and financial approval;
Work with the Grants Coordinator to provide timely financial information to the Field Manager and Regional Coordinators, so that that grant recipients can be effectively monitored in the financial management of their activities according to the approved project plan and financing approval;
Contributes financial, accounting and audit expertise to the competent implementation of TL; and,
Oversee maintenance of the Fraud Register and, under direction of Program Manager, lead fraud investigations in a timely and effective manner.
Procurement:
Work with the National Logistics Manager to ensure the TL2 procurement system is clear, comprehensive and consistent with Commonwealth Procurement Guidelines;
Oversee the procurement of goods, services and works, including the oversight of preparation of various program related contracts; and,
Oversee the maintenance of TL2’s asset register and conduct regular audits of assets, as well as asset disposal and/ or handover.
Human Resource Management:
Work with the National HR Officer to ensure the TL2 team is appropriately staffed through rigorous recruitment processes;
Oversee capacity and professional development across TL2 team;
Under direction of the Program Manager, ensure that all TL2 personnel are supported in accordance with their Contracts and enforce accountability and code of ethics; and,
Oversee annual performance reviews for Project personnel.
General:
Ensure that relevant TL2 Finance & Administration documentation, including Operations Manual, Financial Management Handbook, Handover Plan, Risk Management Strategy are up to date and undertook by TL2 team and sites;
Prepare, or proactively contribute to the following:
Annual Project Plans;
Quarterly Reports;
Documents and information requests from AusAID; and,
Project Completion Report.
Develop own Work Plan on annual basis with capacity building strategies and cross-cutting issues which are linked to the TL2 Annual Plan and Monitoring & Evaluation Framework. This Plan should also actively address gender, disability, fraud and anti-corruption, HIV and AIDS, child protection, environment and other cross-cutting development issues. The Plan will be used as basis for Annual Performance Assessment;
Other activities as directed by the Program Manager or representative of CEM.

Key Selection Criteria

Essential:
Strong qualifications and experience in administrative, logistical, financial management, procurement, human resource management and program management functions, preferably in a developing country context.
Excellent skills in effective leadership, communication, and coordination, including in cross-cultural environments, internally within the program team and externally in particular with public institutions.
Excellent organisation, planning, and decision making skills.
Experience in coordinating the development of official procedures and reports using excellent English writing skills and a consultative and analytical approach.
Experience working on AusAID programs.
Demonstrated experience in managing the procurement and mobilisation of quality inputs into a major development project.
Demonstrated experience in the recruitment and management of development specialists or similar senior technical personnel.
Extensive managerial experience in establishing and maintaining systems with multiple stakeholders; tracking documentation and contacts; processing funding applications; conducting compliance and quality control checks for projects.
Demonstrated experience in the use of accounting principles, conducting reconciliations, financial, compliance and efficiency/effectiveness audits, financial monitoring and risk management.
Demonstrated understanding and experience of capacity development approaches and the ability to utilise a range of techniques to increase the confidence, skills and action of colleagues and team members.

Desirable:

At least 10 years of experience in financial and administrative roles
Executive-level management experience in implementing a major development activity
Experience working in Papua New Guinea
Able to speak and write in Tok Pisin
