Job Summary
Tingim Laip Phase 2 (TL2) is Papua New Guinea’s largest community-based HIV prevention and care project. It has a team of 40 staff at national, regional and local offices that work closely with over 750 volunteers in 75 sites and sub-sites across 12 provinces of the country. TL2 aims to facilitate delivery of effective prevention and care interventions at locations where there is a convergence of risk and vulnerability through community centred and interpersonal approaches. The goal of TL2 is to contribute to the reduction of HIV prevalence in key affected populations (KAPs), to improve care and support for those infected and minimise the social and economic impact of the epidemic on individuals, families and communities.

The Development Practitioner (DP) M&E and Research will provide overall coordination of the Monitoring and Evaluation (M&E) and research components of the TL2 project.

Key Responsibilities
Overall management and coordination of TL2 monitoring system including:
Identification and scheduling of TL2 inputs, activities and required tasks related to M&E
Development and rollout of quantitative and qualitative systems and tools to meet all TL indicator data requirements
Data analysis provided to TL2 management to inform adjustments in project implementation
Review and update of TL2 M&E Framework according to first IRM recommendations including: update of indicator dataset; identification of data collection tools and systems; development of TL theory of change and TL2 logframe
Mentor and provide advice to TL2 sites as required
Coordinate the design, commission and delivery of research according to project and NHS priority areas as well as dissemination of findings in a manner appropriate to different project audiences. Lead discussions for incorporation of recommendations into project strategy
Oversee management and coordination and capacity development of research cadets in collaboration with IMR
Generation of information for internal and external reports including case studies and best practice reports for internal and external use, learning and sharing.
Establish systems to introduce appropriate international and local research to the project including: identifying knowledge gaps and needs; mechanisms for dissemination and discussion of research findings; and examples of successful interventions to complement and strengthen existing work
Establish strong culture of evidence-based practice: by sharing local and international research findings with project and partners to help implementers work more effectively; and by creating opportunities for staff and volunteers to be involved in research
Overall management of TL2 M&E Toolkit Database (Prevention, Training, Partners, Sites and Volunteers)
Develop annual and quarterly workplans linked to TL2 annual plan and monitoring and evaluation framework. The plans will be used as a basis for annual performance assessment
Preparation of, or proactive contribution to the following:
Annual Activity Plans
Quarterly PAC Reports
Quality at Implementation Reports to AusAID and NACS;
Quarterly Reports to AusAID
Documents and information requests from AusAID;
Project Completion Reports;
And any other reports that may be needed to comply with Project requirements
Other activities as directed by the Project Manager or Contractor Representative of Cardno Emerging Markets (CEM).

Key Selection Criteria

Essential:
Demonstrated knowledge of development assistance, executive level management experience in implementing a major development activity.
Demonstrated understanding and experience of the performance management cycle of planning, implementation, monitoring and reporting.
Demonstrated understanding and experience of capacity development approaches and the ability to utilise a range of techniques to increase the confidence, skills and action of colleagues and team members.
An understanding of gender inequalities, HIV and AIDS and fraud and corruption issues and a preparedness to mainstream these into development activities.
At least five years of experience in the design and implementation of M&E, information analysis and impact evaluation in development programs including identifying key performance indicators and data collection.
Experience in the appraisal of research, analysing data- qualitative and quantitative- to provide reports of performance and impacts and recommendations for future activities.
Advanced degree in a relevant field – public health, social work, international development preferred.

Desirable:
Experience working in Papua New Guinea.
Able to speak and write in Tok Pisin.
