Role purpose:
  • To provide strategic direction, motivational leadership and operational oversight for the Cooperation and Integration Department. Determine the strategy for the Department, set and deliver ambitious objectives that enable IDB to achieve its goals, and take the significant operational decisions.
  • To actively promote and enhance cooperation between OIC Member Countries and collaborates with OIC and its Standing Committees, Specialized and Affiliated Institutions on behalf of the IDB Group on matters related to cooperation and coordination between Member countries.
Responsibilities/Acivities:
  • Lead the formulation, development and implementation of the Cooperation and Integration Department strategy in support of IDB’s goals and in response to emerging trends or client/customer needs
  • Develop, implement and monitor the Cooperation and Integration Department’s business plans, KPIs, budgets and objectives; provide regular management reports that include insight, analysis, forecasting and comment on Department performance and results
  • Ensure delivery of work program in terms of outputs, outcomes and impacts.
  • Identify opportunities and champion initiatives that enable the Department to increase its impact or to deliver innovative and differentiated services, encouraging Department members to fully contribute
  • Ensure the Cooperation and Integration Department works effectively, proactively and with urgency across IDB Group and externally to ensure the delivery of joint services/results that meet IDB’s interests and for knowledge sharing.
  • Manage the relationship with OIC, its organs and institutions, concerned standing committees etc., international and regional institutions, and intergovernmental organizations on behalf of the IDB Group on matters related to cooperation and coordination between Member Countries. By doing so, actively foster cooperation among the member countries.
  • Represent the IDB Group in meetings and conferences related to the functions of the Cooperation and Integration Department.
  • Facilitate the establishment of frameworks and links with regional as well as international institutions with a view to providing support to OIC member countries through bilateral and multilateral collaboration in coordination with the concerned
  • Departments within the IDB Group.
  • Promote cooperation among Member Countries especially on economic, trade and financial matters using research work on those matters done within the IDB Group by the concerned Departments/Entities.
  • Facilitate the implementation of the Memorandums of Understanding (MOUs) signed by the IDB Group with international institutions.
  • Explore ways and means to forge closer cooperation and coordination among various international institutions, intergovernmental organizations, IDB Groups as well as regional and national organizations.
  • Manage and control preparation of background documents, reports and papers relating to conferences and meetings organized by OIC, its Institutions and Standing Committees, such as, the Islamic Summit, the Islamic Conference of Foreign Ministers, the Commission on Social and Cultural Affairs, COMCEC etc.;
  • Prepare and negotiate MOUs between the IDB Group and international institutions, intergovernmental, regional and national organizations and NGOs in areas related to promoting cooperation and development of the IDB Group, with close coordination with the concerned Departments.
  • Ensure execution of necessary follow-up actions after various meetings and conferences.
  • Steer and monitor the implementation of IDB’s WTO related Technical Assistance and Capacity Building Program.
  • Provide motivational and inspirational leadership for the Cooperation and Integration Department, and communicate to staff members clear performance expectations
  • Manage the performance and resources of Department through delegation of responsibility, setting stretch objectives and providing regular feedback on results at a Department level, promptly addressing areas of underperformance
  • Monitor and assess the skills and capabilities of the Department, and determine the actions needed to increase the Department’s impact or to resolve capability gaps
  • Coach, mentor and develop the staff members and the top talent/high potentials in the Department; succession plan for key roles
  • Act as a role-model to communicate to Cooperation and Integration Department members IDB’s values and leadership competencies; provide direction and support in times of change.
  • Compose and present progress and executive reports in regular bases to the Bank Management fully abreast of the latest developments and most recent trends in the Cooperation and Integration prospective.

Qualification & Experience:
  • Master’s degree in Economics, International/Trade Relations, Business Administration or any relevant field.
  • 17 years experience in a senior management role in a multilateral setting with a focus on cross-institutional relationships
  • Diplomatic skills to promote cooperation among the OIC
  • Excellent communication, influencing, interpersonal and negotiating skills.
  • Proficiency in English and preferably in Arabic and French.

  • Sound knowledge of development with expertise in regional cooperation for regional integration.
  • Knowledge of the IDB’s Products, Services and Business Environment.
  • Knowledge of Internal Processes, Standards, Policies and Procedures.
  • Fluent in English and Arabic. French will be an added value.
