Director, Middle East Programs

PURPOSE

To provide leadership on assigned IYF youth employability and entrepreneurship programs the Middle East.

SUMMARY
The International Youth Foundation (IYF), a global nonprofit organization that works to improve the lives and conditions of young people worldwide, is seeking a Program Director to provide strategic leadership in the design and implementation of innovative, multi-sectoral programs in the Middle East and North Africa to promote youth employability skills, job placement and the creation of new businesses. The ideal candidate will have strong youth development experience (preferably in the region), with the leadership, entrepreneurial drive, and program management skills suited to successfully execute on large, strategic initiatives in support of IYF’s mission. RESPONSIBILITIES

  • Lead in the successful implementation of assigned IYF Programs in the Middle East and North Africa to achieve program outputs and outcomes in accordance with donor expectations, grant agreements, and workplans.
  • Manage the design and implementation of innovative, multi-sectoral programs in the Middle East and North Africa, building on IYF strategic priorities, donor interest, and assessment findings. Such programs will ensure quality interventions for youth that promote employability skills, job placement and the creation of new businesses through a holistic youth development framework.
  • In the development of such programs, work closely with multilateral and corporate donors to help co-create and refine program designs, and broaden and expand partnerships for greater impact. In support of such aims, build strong working relationships with other donors and partners from across sectors, including implementing partners, relevant government authorities, private sector parties and other key stakeholders.
  • Provide overall management of sub grantsm to Partners including due diligence documentation, budgeting, disbursements, technical and capacity building support, etc. to ensure successful program delivery.
  • Conduct periodic country site visits, provide feedback, and initiate programmatic adjustments as needed as part of the monitoring process to ensure the quality, effective, and efficient implementation of the program(s).
  • Manage the development of relevant monitoring and evaluation plans and ensure adherence to such protocols by program Partners.
  • Oversee the preparation of reports, ensuring submission on a timely basis to Program Donors, Partners, and other key stakeholders.
  • Complete other duties as assigned.

REQUIREMENTS

  • A minimum of 8 years experience in increasingly senior management positions planning and implementing multi-faceted education and/or employability programs, in either formal or non-formal settings for young people in developing countries, preferably the Middle East.
  • Masters degree or higher in education, job training, or related field strongly preferred.
  • Experience in supervision of staff and managing teams, including assigning and directing work, conducting performance appraisals, training staff, and promoting professional development.
  • Wide range of proven technical expertise in education and/or workforce development programs, including leadership, instructional design, pedagogy, performance measurement, and training.
  • Understanding and knowledge of the youth sector and issues affecting young people and their preparation for employment.
  • Fluency in Arabic and/or French preferred.
  • Excellent strategic planning, presentation, team-building and interpersonal skills, as well an analytical ability to identify and establish priorities and attend to all details in a professional manner.
  • Ability to advocate and liaise with a variety of donors (corporations, foundations, USAID and/or other multi- and bilateral agencies).
  • The ability to work successfully within a variety of cross-cultural settings and make judgments in a fast paced environment.
  • Ability to travel internationally as needed.
