The Bank of Papua New Guinea (PNG) is a contemporary central bank and regulator employing best practices in development of monetary policy, financial sector supervision and payments system.

Background

The Bank of PNG is partnering with the Pacific Financial Inclusion Program (PFIP) to implement a financial diary (FD) project in order to facilitate the development of responsive policies, financial products, and services to the large unbanked and under banked population in PNG. The project will be implemented by Bank of PNG with financial and technical assistance from PFIP through a performance-based grant. PFIP is a joint project of the UN Capital Development Fund (UNCDF) and the United Nations Development Program (UNDP) and has received additional funding support from AusAID and the European Union.

About the Job:

The Bank of PNG is looking for Field Researcher - Financial Diaries Project. S/he will be reporting to the project manager and will be based close to the data collection site.

Tasks and Responsibilities:

•Test the questionnaire amongst the eligible households that meet the sampling framework criteria in the allocated site locations over a four week period;
•Recruit households for the diary data questionnaire based on the feedback given for the initial questionnaire;
•Collect data using the survey questionnaire on a weekly basis from the recruited households over a 40 week period;
•Two field researchers allotted to each site will cover data from households recruited in that site every week over a 40 week period;
•Responsible for conducting spot reviews of the data collected to ensure cash inflows and outflows balance on a weekly basis;
•Responsible for timely data entry of the weekly data collected in a MS Access data entry system that captures data in five different modules for each respondent.

Qualifications:

•Completed high school or diploma from vocational training school is a must, bachelor’s degree is a strong advantage;
•Hands-on experience in qualitative and/or quantitative interviews with low income or rural households;
•High comfort level building rapport for conducting long-term surveys in households;
•Strong experience working with local communities in PNG administering surveys, focus group discussions etc.;
•Directed, self-motivated with prior experience in carrying out surveys in challenging conditions in different provinces of the country;
•Strong communications skills and ability to engage with local community chiefs, NGOs, MFIs, and other development partners;
•Ability to understand and work with quantitative data, good numeric skills is a must;
•Must be PNG citizens and residents;
•Candidates currently residing in the three possible site locations (Port Moresby, Goroka, and Kimbe) in the three provinces (Central province, Eastern Highlands, and West New Britain) will be strongly preferred;
•Competent spoken and written Pidgin or Motu (any one of the frequently spoken languages);
•Familiarity with use of computers and internet is a strong advantage.
