Head, Internal Audit/Deputy Director, P5 OSCE Secretariat, Office of Internal Oversight

The internal audit function within the Office of Internal Oversight (OIO) is responsible for planning and conducting audits, inspections and management reviews of the Organization's activities, including field operations, in order to determine the adequacy of internal controls, compliance with the regulatory framework, and efficiency and effectiveness of operations.

Tasks and Responsibilities:
Under the guidance of the Director of Internal Oversight (D/OIO), the incumbent will manage and carry out internal oversight activities in order to determine the adequacy of internal controls and compliance with the OSCE regulatory framework and, working as a business partner with management, to improve the effectiveness and efficiency of OSCE programmes. The incumbent will be responsible for managing, coaching and developing audit teams, and for audit methodologies and processes. More specifically, he/she will be tasked with:

  • Preparing a risk-based internal oversight plan on a yearly basis;
  • Implementing and following up on the work plan for the Office, including preparation of proposals for budgets, work schedules and travel plans;
  • Reviewing and/or updating internal audit methods and procedures, including keeping informed of professional trends in risk-based audit methodology and other areas;
  • Assisting in implementing a quality assurance programme by applying standards in audit design and implementation reviews;
  • Participating in the training efforts designed to familiarize OSCE officials with risk management, ethics and the oversight process;
  • Leading, participating in, and reporting on a wide range of internal audits, inspections and management reviews, including field audits, and ensuring effective follow up on audit recommendations;
  • Formulating proposals to increase efficiency and effectiveness of OSCE internal controls and programmes/projects in connection with audit results and management reviews;
  • Preparing reports required by the D/OIO, in particular the annual internal oversight activity report, working closely with the investigation and evaluation teams;
  • Participating as required in evaluations and investigations conducted by the OIO;Performing other related duties as assigned such as deputizing for the D/OIO when required.

Necessary Qualifications:

  • Advanced university degree in management, accounting, economics, auditing or a related field;
  • Certification from an internationally recognised auditing body;
  • Minimum of fifteen years of progressively responsible experience at the national or international level in internal audit functions, preferably in the public sector; this experience should include a minimum of six years in senior positions in audit management;
  • Experience in designing survey tools and in conducting management reviews;
  • Knowledge of internal oversight methods and techniques in the public sector;
  • Experience of leading and undertaking complex and sensitive investigations into fraud and/or other misconduct would be desirable;
  • Professional fluency in English; knowledge of other OSCE working languages would be an asset;
  • Excellent report writing skills;
  • Demonstrated supervisory skills;
  • Computer literacy, including internal audit automation tools and spreadsheet applications;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Proven interpersonal skills and ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.

Remuneration:
Monthly remuneration will vary between EUR 8,146 (single rate) and EUR 8,769 (dependency rate) depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
