ICAP Columbia University Senior Project Officer
POSITION SUMMARY
Reporting to the Senior Implementation Director, the Senior Project Officer provides broad managerial support to the development, implementation, and evaluation of prevention, care and treatment activities of HIV and other related conditions for multiple ICAP country programs. The Senior Project Officer plays a key role in ensuring that country programs are effectively supported by technical, financial and administrative units in New York, and will assist country programs with the development of annual workplans and new program initiatives, and with documenting and reporting program results.
MAJOR ACCOUNTABILITIES
Works with in-country staff and other NY staff to develop work plans for activities associated with HIV prevention, care and treatment and other health conditions and programs
In collaboration with in-country leadership, supports the strategic planning process for ICAP country programs – including participation in country program retreats, NY-based planning meetings, and liaison with donor agency staff (when requested by Country Director or Senior Implementation Director).
Maintains regular communication with country programs via e-mail or telephone to identify and discuss program issues, challenges, and solutions to the implementation of program activities. Travel to country programs to assess implementation progress, troubleshoot barriers and assist in the development of work plans, and update and evaluate work plans
Coordinates provision of technical assistance to designated country programs by identifying external consultants, developing scope of work, obtaining donor approval of consultant activities, and working with NY Finance team to obtain University approval in engaging the services of an outside consultant, as well as identify internal technical resources and develop scope of work as needed
Assists in-country program leadership with the development of quarterly and annual progress reports and documentation of best practices. Participates in the preparation of monthly, quarterly and annual reports to government partners, presentations, articles and press releases, proposals and renewal applications, and facilitate the preparation and provision of financial reports
Facilitates communication between NY-based Senior Directors, Unit Directors and counterparts in country programs via regular phone conferences and/or face-to-face meetings to facilitate development of appropriate technical inputs into program planning, and to monitor program implementation activities and progress
Trains country program staff on Columbia University’s Policies and Procedures, ICAP Standard Operating Procedures (SOPs), and the USG/other donor operational and programmatic Rules and Regulations
Liaising with ICAP-NY Human Resources, supports the recruitment efforts of international hires (CU and locally hired international staff) and other senior country program staff
Assists and oversees the development of country program budgets and budget modifications, and monitors program expenditures in collaboration with ICAP-NY Finance
Oversees the development and execution of sub-agreements by drafting or editing scopes of work (SOW), developing sub-agreement budgets and monitoring progress of contract deliverables and expenses
Addresses queries or requests for reports or information from senior management, government funders and private donors
Supports new business development by assisting Senior Director, Program Directors, and Strategies and Partnership team with the development of proposals in response to requests for applications
Participate in the planning and development and implementation of cross Unit, regional, and cross regional ICAP initiatives – such as transition organizational capacity building, and program-wide technical domains that require country specific adaptation
Perform other related duties as assigned
TRAVEL REQUIREMENTS
- Requires international travel of 6-10 trips per year with each trip lasting approximately 10-14 days
EDUCATION
- Bachelor’s Degree in Public Health, Business or related discipline
EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS
Minimum five (5) years of experience working in program development, implementation and monitoring
Minimum three (3) years' in HIV/AIDS program development, implementation and monitoring in developing country settings
Proven experience with management and monitoring of development programs in the health area, including identifying and addressing programmatic, financial, administrative, and logistics needs area
Experience supervising public health program staff
Working knowledge of USG operational and programmatic rules and regulations
Excellent oral/written communications, interpersonal, organizational, and computer skills
Demonstrated experience working in teams, as well as, working independently with minimum supervision
Competency in public speaking in order to present information to large audiences
EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS
Master’s degree in Public Health, Business or related discipline
Demonstrated experience in program development and monitoring
Experience working with U.S. government- funded programs highly desirable
Foreign language proficiency in French, Portuguese, Russian, or Swahili
