BACKGROUND INFORMATION:

The Republic of South Sudan is in the process of undertaking its first Population and Housing Census (PHC) as an independent Country in 2014. The United Nations Population Fund (UNFPA) jointly with UN agencies is supporting the Government of South Sudan in conducting this census to enable national technical and management capacities in South Sudan to plan and implement high quality PHC in accordance with scientifically established and internationally recognized standards and procedures. Results of this PHC will be used for development planning for raising the standard of living of the population of South Sudan, good governance and maintaining equity and equality among all subgroups.

ORGANIZATIONAL STRUCTURE:

In line with UN/UNFPA policies and guidelines, and in full harmonization with internationally established standards and recommendations for census undertaking, the Technical Advisor will work under the overall guidance of the Chairman of the National Bureau of Statistics (NBS) and the direct supervision of the UNFPA Representative. He/She will also liaise with other national stakeholders and partners, including donors and the United Nations agencies.

DUTIES AND RESPONSIBILITIES:

i. Advise the NBS on the planning, organization, execution and management of the 2014 PHC of South Sudan; ii. Coordinate the planning, organization, execution and management of the 2014 PHC; iii. Coordinate the planning, organization, execution and management of training activities for national counterparts as needed; iv. Foster teamwork and communication among NBS staff; v. Advise the NBS on equipment needs and assist with the acquisition of required equipment and materials; vi. Collaborate with the Census Cartography Commission on cartographic fieldwork and GIS outputs; vii. In consultation with stakeholders, assist in the review of the PHC and Post Enumeration Survey (PES) instruments and ensure efficient sampling for pre-tests, trial census and PES; viii. Supervise the implementation of the pilot census activities and provide a report to guide the main census activities; ix. Assist the NBS in the development of analysis and tabulation plans and in the preparation of coding and other manuals of instruction; x. Collaborate with data processing staff of NBS to prepare data capture and data processing plans and in a timely implementation of data processing schedules; xi. Coordinate the development and implementation of PES schedule of activities, analysis of the PES data and production of reports; xii. Coordinate the development and implementation of PES schedule of activities, analysis of the PES data and production of reports; xiii. Assist the NBS to process and analyze pre-test, trial census and census data and to produce preliminary, final and thematic analysis reports; xiv. Guide NBS staff in designing, organizing and implementing short courses and workshops on the utilization of census data for development planning and policy formulation; xv. Monitor and evaluate progress and challenges, prepare and submit monthly progress reports on the 2014 PHC activities to the Government of South Sudan and UNFPA, and consolidate quarterly progress reports for submission to stakeholders; xvi. Provide overall supervision of administrative and finance supervision of UNFPA project of support to the census; xvii. Conduct field visits inside South Sudan (after obtaining security measures) to monitor and validate quality of fieldwork of cartographic preparations and enumeration; xviii. Supervise national and international experts in various aspects of the census undertaking; xix. Oversee Population and Development Activities in the nascent population unit within NBS to draft a Population Policy and ultimately establish a Population Secretariat; xx. Undertake any other tasks relevant to the 2014 PHC as may be required by the Chairman of the NBS and the Census Director in consultation with the UNFPA Representative.

QUALIFICATIONS:

• Advanced University degree or Ph.D in Demography, Social Sciences or equivalent • 10 years relevant experience in the field of population censuses, particularly: • Experience in providing on-the-job training to local staff in data analysis, report writing and use of Internet resources; • Experience in the dissemination of census data and socio-demographic analyses to broad audiences as well as in motivating the utilization of data and results in development planning and policy issues; • Knowledge and experience in population and housing censuses taking phases in Africa; • Knowledge and experience with census data processing software (CSPro, REDATAM, etc.), demographic data analysis (MORTPAK, PAS), statistical packages (SPSS, STATA) and population projection programs (People, Spectrum, RUP); • Communication skills especially for transfer of knowledge; • Fluency in spoken and written English.
