Instructional Desgin Coordinator Inter-American Development Bank

As the INDES Instructional Design Coordinator, you will oversee the instructional design process for both face-to-face and online training courses. The position reports to the INDES Chief. The ID process includes needs analysis, design, development, delivery, and evaluation of INDES learning products, including analysis of statistical results and how to translate such results into information that can be used to enhance the instructional process and provide overall assessment of effectiveness. INDES learning products include all and any learning project and/or initiative aimed at building and improving capacity within the Bank and external agencies of global partners and clients. The main responsibilities of the position are:
- Develop training design that is results oriented - not only focused on knowledge acquisition.
- Define, plan, and supervise the activities of an in-house and external instructional design team in all phases of the instructional design process.
- Conduct needs assessments that are appropriately targeted to audience needs/environment.
- Translate learning needs assessment into effective training curricula.
- Define priorities for the instructional designers group, delegating learning projects that arise from the needs assessment.
- Supervise instructional designers during the design and development of instruction according to quality standards and pre-defined learning goals.
- Supervise and support graphical design decisions providing feedback and reviewing requirements when necessary.
- Coaches/collaborates with subject matter experts in defining, selecting and developing content for initiatives, programs and projects.
- Support content development and preparation of instructional materials.
- Develop creative content and use of new learning technology and appropriate learning methodologies.
- Promote learning delivery diversification, including on-the-job and non-formal delivery tools.
- Propose procedures and methodologies that support the creation of materials with longer shelf-life, promoting the re-use of learning materials.
- Work with knowledge management staff to extend the use of the knowledge management infrastructure that supports the dissemination and storage of learning materials.
- Recommend and support the design, development and delivery of evaluations tools for short-term and long-term assessments.
- Ensure that instructional designers utilize data resulting from evaluation to improve the instructional design process and the existing learning products.
- Support knowledge and learning specialists in the use of evaluation data for reviewing strategies, producing performance reports, and improving the quality and accessibility of the Bank's learning products.
- Build partnerships with other key learning teams inside and outside the Bank, integrating staff and client learning and ensuring state-of-the-art knowledge and learning practices are brought into the regional learning programs.

JOB REQUIREMENTS

Education: Master's degree in Instructional Design, e-Learning, Adult Education, or other education-related social sciences disciplines. Additional certification in these areas is also a plus.

Experience: Minimum of five years in the fields of e-Learning and instructional design, coordinating multidisciplinary teams of subject matter experts, pedagogy experts, graphic designers, programmers, and online tutors. Training and curriculum development experience in a wide range of multiple delivery methods (ILT, synchronous and asynchronous WBT, CBT, multimedia-enhanced instruction, structured writing practices, etc.). Working knowledge of Web 2.0 interactive and collaborative applications.
Working experience in global organizations which provide learning products to varied audiences in different countries is desirable.

Languages: Written and spoken fluency of English and Spanish. Knowledge of Portuguese and/or French is also desirable.


TECHNICAL COMPETENCIES

State-of- the- art knowledge of the literature, tools and practices of instructional design, and adult learning concepts and approaches. This includes:

Communication skills: This position requires excellent communication skills both oral as well as written in both English and Spanish. The ID Coordinator should be able to give presentations, write business memos and proposals, support the elaboration of instructional materials, and be able to assess the quality of writing employed in any learning material produced within INDES.

Advanced Technology literacy: The ID Coordinator should be able to understand and explain the technologies involved in the process of design, development and delivery of learning products. This includes software packages, web tools, specific computer interfaces and technical standards (SCORM). It is expected that the candidate be fluent in several of such technologies, including: LMS, MS Office applications, web 2.0 tools, Internet browsers and other graphic design packages. S/he should have training and curriculum development experience in multiple delivery methods (ILT, WBT, structured writing practices, etc.).

Instructional design: The candidate should be knowledgeable and have practice of using instructional design models to develop a diverse set of learning products. S/he should have proven skills in instructional design and capability to develop creative content and use of new tools. S/he should be able to determine the level of knowledge and skills required by consultants in that arena. S/he should also be well-versed in different evaluation approaches and be able to apply them.

E-learning & distance learning: The candidate should have significant experience and formal knowledge of e-learning and distance learning best practices. S/he should be updated in the recent trends in the field, and should also be aware of the major channels available for professional development. S/he should have the ability to assess staff's knowledge needs and capacity to implement learning needs assessment.
